Accordingly, 100% of 9th and 11th grade students at public and non-public secondary and high schools in the city will have to take the English proficiency test in the standard format of LanguageCert and PeopleCert Qualifications (UK).
Students will take an objective test (including listening, reading and writing skills), lasting 60 minutes online at http://khaosatngoaingu.hcm.edu.vn , from May 6 to 14 for grade 9 and from May 15 to 22 for grade 11.
The Ho Chi Minh City Department of Education and Training assigned the SecondaryEducation Department to participate in drafting exam questions, processing survey results, submitting survey results to the Director of the Department of Education and Training, and making reports evaluating foreign language teaching and learning.
The Department of Education and Training is responsible for reviewing student accounts, providing instructions on how to use accounts to log in to the survey site, and handling incidents during student testing. Compiling a list of students and dividing the survey sessions, ensuring that the system is not overloaded when accessing the survey site.
According to the Ho Chi Minh City Department of Education and Training, the purpose of the English proficiency survey is to assess students' foreign language proficiency according to the output standards of the international 6-level foreign language proficiency framework, and to assess foreign language teaching in high schools. This is to prepare for the effective implementation of the task of promoting international integration in education and training to meet the requirements of improving the quality of human resources to serve the country's development in the new period. Focus on improving students' foreign language proficiency, gradually making English the second language in schools...
Accordingly, the results of the foreign language survey are used for analysis and research purposes, and are absolutely not used to compare, classify, or evaluate students, teachers, or schools. The data is only intended to serve the specialized departments of the Department of Education and Training in analyzing and evaluating, thereby providing specific directions for teaching and learning foreign languages in high schools in the city, in order to increasingly improve the quality of teaching and learning foreign languages in schools, as well as providing directions for building a roadmap to gradually make English the second language in schools.
According to the plan, in the 2024-2025 school year, the Ho Chi Minh City Department of Education and Training will conduct a survey to assess the capacity of students (public and non-public) of 5 grades, including grades 3, 7, 8, 9 and 11 online on computers. In particular, the survey of students in grades 3, 7, 8 will be conducted on application capacity, and students in grades 9 and 11 will be on foreign language capacity. The survey results will serve as a basis for professional groups to delve into professional activities more effectively, ensuring the creation of periodic year-end tests in the direction of developing learners' qualities and capacities... At the same time, on that basis, measures will be proposed to promote strengths and overcome weaknesses in teaching and learning. In particular, the survey of the capacity of all grade 8 students is also aimed at orienting the entrance exam to grade 10.
The Ho Chi Minh City Department of Education and Training completed the survey of students in grades 3, 7, and 8 in March.
