At the conference summarizing the first semester and outlining tasks for the second semester of the 2024-2025 school year for secondary education in Ho Chi Minh City, Mr. Le Duy Tan, Head of the Secondary Education Department of the Department of Education and Training, stated that before the issuance of Circular 29/2024 of the Ministry of Education and Training regulating supplementary teaching and learning, Ho Chi Minh City had already implemented a policy of prohibiting supplementary teaching within schools, so it has not actually affected teaching and learning in schools at present.
According to the Department of Education and Training, Ho Chi Minh City is implementing a two-session-per-day teaching schedule. This two-session teaching in schools must be carried out in accordance with regulations to avoid being perceived as "disguised tutoring," and schools must not cut students' class time in a way that could be misinterpreted as extra tutoring within the school. The Department of Education and Training also requested that schools not force students to participate in supplementary knowledge-building lessons for a subject.

In response to feedback from many educational institutions regarding the new regulations on tutoring and supplementary classes, a representative from the Ho Chi Minh City Department of Education and Training stated that functional departments are currently advising the department to issue a document guiding the implementation of the regulations in Circular 29/2024 of the Ministry of Education and Training.

"Schools and teachers need to carefully study the provisions of this circular to ensure correct and appropriate implementation, preventing any unauthorized tutoring or extra classes," Mr. Nguyen Bao Quoc emphasized.

Regarding information about discrepancies in the amount of additional income paid to teachers during the period leading up to the Lunar New Year in 2025, Mr. Tran Khac Huy – Head of the Planning and Finance Department, Ho Chi Minh City Department of Education and Training, said that schools need to fully communicate this information to staff and teachers to avoid misunderstanding or misinterpretation of regulations on how to disburse funds, leading to resentment and negative public opinion within the school. According to Mr. Huy, the payment of additional income must be ensured before teachers and students take their Lunar New Year holiday.
