After the merger, Ho Chi Minh City has 6 grassroots Party organizations, including: People's Committee Party Committee, Party agency Party Committee, Public Security Party Committee, Military Party Committee, Border Guard Party Committee, Ho Chi Minh City National University Party Committee and 168 commune-level Party Committees.
Regarding the government sector, the provincial People's Council delegates of Binh Duong, Ba Ria-Vung Tau and Ho Chi Minh City will form the new Ho Chi Minh City People's Council, which will continue to operate until the end of the 2021-2026 term. The positions of chairman, vice chairman of the People's Council, People's Committee, head and deputy head of the National Assembly delegation, heads of People's Council committees and members of the People's Committee will be appointed. In special cases, it is allowed to appoint personnel who are not People's Council delegates to hold leadership positions of the new Ho Chi Minh City People's Council. The Ho Chi Minh City People's Council has 4 committees: Legal, Economic - Budget, Cultural - Social, and Urban. Similar to the commune level, the positions of chairman, vice chairman of the People's Council, People's Committee, heads of People's Council committees and members of the People's Committee will also be appointed.
For the department level, Ho Chi Minh City has just arranged the original status of the departments and administrative agencies of 3 localities, including 15 departments and equivalent agencies, the pilot Department of Food Safety according to Resolution 98/2023 of the National Assembly, keeping the original status of public service units.
It is expected that the organizational arrangement will be completed and officially put into operation no later than August 15 (for commune level) and no later than September 15 (for provincial level).
The project also proposes a plan to arrange and assign cadres, civil servants, public employees and workers according to a roadmap. Regarding the number of cadres (including the chairman, vice chairman of the People's Council and 2 professional committees of the People's Council at the commune level), based on the criteria, select those who meet the criteria to be elected and appointed to leadership positions. In particular, the cadres, leaders and managers of the current district-level political system are arranged as the core in the new commune-level administrative units.
All civil servants at the district People's Committees are assigned to work at newly established communes. The standards for assigning professional and technical civil servants at the commune level must meet the training standards required for the job position for civil servants at the district level and above. The entire existing commune-level cadre and civil servant payroll will be assigned to work as cadres and civil servants of the new communes and wards. District-level civil servants will be mobilized and assigned to key positions in departments at the new commune level. If necessary, some leaders and managers at the department, branch and sector levels will be reinforced to the commune level. Ho Chi Minh City will end the duties and use of more than 9,700 part-time workers at the commune level at present.
Regarding civil servants, the People's Committees of wards and communes will manage the number of civil servants at secondary schools, primary schools, kindergartens and health stations located in the area. The number of civil servants at health stations in wards and communes will remain the same; civil servants at district-level health centers will be transferred to the Department of Health. Civil servants in other fields will comply with regulations on the organizational structure of public service units.
When merging with the two provinces of Ba Ria-Vung Tau and Binh Duong, Ho Chi Minh City will temporarily maintain the number of staff and personnel currently present at agencies and units to review, arrange and assign them to perform political and professional tasks. Based on the direction of the Central Government, Ho Chi Minh City will direct and provide specific guidance on the roadmap to reduce staff according to the prescribed ratio.
