Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc assigned the Department of Construction to conduct a pilot study on not granting construction permits in areas with detailed planning or defined road boundaries.
To pilot this policy, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to research and propose specific plans to submit to the City People's Committee in June 2025. Mr. Nguyen Van Duoc emphasized: “This is a small matter for us, but for the people it is very big. If the Department of Construction advises in June, and the City People's Committee decides to implement it, you will receive a certificate of merit immediately.”
Ho Chi Minh City leaders also said that in areas where there is no detailed planning but the road boundaries, setbacks, land boundaries and technical standards prescribed by the Ministry of Construction are clearly defined, people do not need to apply for permission but only need to register for construction.
The pilot policy of not granting construction permits is being considered by Ho Chi Minh City in the context of the Government's recent strong direction on administrative reform in the construction sector.
According to the Prime Minister 's telegram dated May 29, localities need to cut down on construction licensing procedures for projects that have detailed 1/500 planning or are located in areas with urban design.
The dispatch also requires simplifying 361 administrative procedures and 447 business conditions in the construction industry, with the goal of reducing at least 30% of processing time, compliance costs and business conditions in 2025.
At the same time, the Prime Minister directed to increase decentralization to localities in appraisal and construction licensing; shorten the process and eliminate unnecessary intermediaries, especially for projects with clear planning.
