Focus on directing the completion of site clearance for the expressway project before June 15, 2025

- On June 5, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee for compensation and site clearance for key projects in the province (Steering Committee) chaired a Steering Committee meeting to assess the situation and results of site clearance for projects in May and key tasks for June 2025.

Attending the event were comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, members of the Steering Committee, leaders of districts, cities and related departments and units.

According to the report, in May 2025, the leadership and direction of the implementation of compensation and site clearance for 10 key projects were resolutely implemented by the steering committees at all levels, and arising problems were promptly and effectively resolved.

The Provincial People's Committee and districts have completed 5 conclusions at the April Steering Committee meeting, such as: organizing work with businesses and investors of projects; approving the conversion of forest use purposes to other purposes; approving land use plans for districts...

Regarding the results of site clearance for key projects, as of June 4, there were 4 projects handing over the site with an area of ​​32.55 hectares (April reporting period cleared 134.5 hectares); there was 1 project that had not yet implemented site clearance. Specifically; the cargo transit area project in Dong Dang - Lang Son Border Gate Economic Zone (0.48 hectares); the VSIP Lang Son Industrial Park infrastructure investment and business project (2.43 hectares); the Huu Nghi - Chi Lang Border Gate Expressway project under the BOT form (16.85 hectares); the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway investment and construction project under the public-private partnership form (12.79 hectares).

Discussing at the conference, representatives of leaders of districts and cities raised many difficulties and obstacles in site clearance for key projects, especially the two expressway projects. In particular, currently in the districts where the expressway project passes through, there are still more than 70 households that have not moved their houses out of the project area, mainly concentrated in Cao Loc and Van Lang districts. The work of site clearance, relocation of houses and graves within the additional area of ​​the expressway project is still large.

To promote site clearance for projects, delegates focused on proposing specific solutions such as: urgently building temporary shelters; organizing the classification of non-compliance cases to effectively mobilize and persuade, especially at the two expressway projects; implementing capital advances from the budget to pay for approved plans to create consensus among the people; considering and promptly resolving arising difficulties and obstacles; urgently applying other support measures within authority to speed up site clearance progress...

Concluding the meeting, the Provincial Party Secretary criticized districts and cities for slow site clearance progress in May 2025 and requested that districts and cities immediately rectify the spirit and attitude of work in departments, offices, and professional bodies directly involved in site clearance.

Regarding the tasks in June, the Provincial Party Secretary requested: The Steering Committee for site clearance in Huu Lung, Chi Lang, Cao Loc districts, Lang Son city, Van Lang, Trang Dinh must immediately on June 5 direct specialized departments to develop detailed plans and solutions to organize the completion of site clearance for the two expressway projects and the VSIP industrial park project before June 15 in accordance with the direction of the Prime Minister and the province.

At the same time, districts develop detailed plans for site clearance for other key projects of the province; determine specific targets for the amount of work to be completed in the month.

The Provincial Party Secretary suggested: Members of the Steering Committee closely follow the districts that are implementing site clearance for the expressway project to support and remove difficulties to speed up progress; the districts continue to mobilize the entire political system to carry out site clearance work and research new and effective methods.

Departments and branches proactively advise the Steering Committee and the Provincial People's Committee to resolve difficulties and obstacles of projects within their authority, ensuring accuracy and timeliness, and not allowing local recommendations that have been reported to the provincial level to remain unreported.
