The Standing Committee of the Ho Chi Minh City Party Committee has just issued Resolution No. 01-NQ/TU dated November 4, 2025 on strengthening the Party's leadership in implementing the Law on Prevention and Control of Harmful Effects of Alcohol and Beer in Ho Chi Minh City.
Building a civilized lifestyle
Accordingly, Ho Chi Minh City determined that the work of preventing and combating the harmful effects of alcohol and beer is both urgent in the short term to immediately reduce traffic accidents, violence and social evils caused by alcohol and beer; and a long-term strategy to improve people's health and quality of life.
Mobilizing social resources, strengthening inter-sectoral coordination, creating strong changes in awareness and action among cadres, party members and people of all walks of life.

Ho Chi Minh City aims to raise awareness and compliance with the law on preventing and combating the harmful effects of alcohol and beer throughout society. Build a safe and healthy living environment, contributing to protecting and improving people's health.
By 2030, create fundamental changes in controlling alcohol abuse; reduce traffic accidents, domestic violence, and crimes caused by alcohol use; build a culture of "If you drink alcohol, do not drive" into the lifestyle of city residents.
Handling violations right from the grassroots
Regarding the solution, the Ho Chi Minh City Party Committee led the City People's Committee to direct functional agencies to guide and require alcohol and beer businesses in the city to strictly comply with the provisions of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer.
People's Committees of communes, wards and special zones strengthen management of the area; regularly check and make full statistics of alcohol and beer trading establishments; promptly detect and handle violations right at the base. Actively coordinate with the police, market management and health forces to thoroughly handle unlicensed retail outlets, repeat offenders or violators.
Each agency and unit must thoroughly educate its cadres, party members, civil servants and public employees to say no to alcohol when driving. The handling of violators in these forces must ensure objectivity, fairness, publicity, strictness and timeliness. It is strictly forbidden for party members, cadres, soldiers, civil servants, public employees and workers in agencies and units to intervene in the handling of drivers participating in traffic with alcohol concentration in their bodies.
Apply technical solutions
The Ho Chi Minh City Police Party Committee has led and directed forces to coordinate with local authorities to increase patrols, control, detect and strictly handle violations of alcohol concentration regulations when participating in traffic. Focus on inspections at key time frames, routes and areas; resolutely handle cases of resistance and non-compliance with alcohol concentration testing.
Effectively apply technical solutions (using cameras, modern alcohol concentration measuring devices, journey monitoring systems for transport business vehicles...) to support the detection and handling of violations. In cases of violations by party members, cadres, civil servants, public employees, and armed forces, the police must send a notice to the management agency for handling measures according to regulations.
Police officers and soldiers are strictly prohibited from covering up, protecting or falsifying the results of handling violations, leading to negative behaviors in the performance of official duties. Direct the Investigation Police force to organize investigations and strictly handle traffic accidents in accordance with the law. During the investigation, the alcohol concentration of the vehicle driver must be determined; consider bringing to public and mobile trials a number of cases of traffic safety violations causing serious consequences related to alcohol concentration violations.
