The Ho Chi Minh City People's Committee has just issued a document directing departments and localities to actively implement drastic, synchronous and effective solutions to ensure safe and stable electricity supply during the peak season of 2025 and the following years.
According to the City People's Committee, the Prime Minister has issued Directive 01/CT-TTg and Official Dispatch 49/CD-TTg on ensuring electricity supply for socio -economic development, national defense and security. Accordingly, the Ho Chi Minh City People's Committee has issued instructions to synchronously, drastically and effectively implement solutions to ensure electricity and save electricity in Ho Chi Minh City.

Speed up progress of key power projects
In 2025, Ho Chi Minh City's economy will enter a new development phase, including a target of GRDP economic growth of 8-8.5%. Combined with the possible La Nina phenomenon, the demand for electricity in Ho Chi Minh City may increase by more than 10%, with a maximum capacity of up to 5,733 MW. This will increase pressure on the city's power system.
To ensure no power shortage in any case, the Chairman of the Ho Chi Minh City People's Committee has directed: Departments, including the Ho Chi Minh City Department of Industry and Trade, Ho Chi Minh City Power Corporation and localities to speed up the progress of key power projects. Especially the Hiep Phuoc LNG gas power plant project, phase 1 is 1,200 MW, phase 2 is 1,500 MW.
The City People's Committee assigned the Department of Industry and Trade to preside over the inspection and supervision of construction progress and connection to the power grid according to the plan.
Removing obstacles, promoting electricity saving
The Ho Chi Minh City People's Committee requested the requested units to continue implementing solutions to remove difficulties in implementing power projects. The units need to propose solutions to remove difficulties when implementing the plan to ensure electricity supply during the dry season in the period of 2025-2026.
The Department of Finance is the standing agency of the working group to remove difficulties and obstacles in the process of investing and constructing new power grid projects in Ho Chi Minh City.
The city also requires increased energy-saving measures, especially in the fields of public lighting and outdoor advertising.
The Department of Construction was assigned to direct the replacement of lighting systems with energy-saving equipment and promote the application of solar energy.
Prioritize the development of on-site renewable energy sources
The City People's Committee assigned departments, localities and related units to maximize and encourage the development of on-site power sources such as wind power and solar power according to Decree 57/2025 and Resolution 58/2025 of the Government detailing a number of articles of the Electricity Law.
Ho Chi Minh City Power Corporation is assigned to proactively monitor and regulate load reasonably to ensure safe and stable operation of the power system in all situations.
