Ho Chi Minh City: Making a list of students to receive 100% support for health insurance premiums

On November 19, Ho Chi Minh City Social Insurance issued Document No. 3566/BHXH-QLT on the implementation of the Resolution of the City People's Council on supporting health insurance payments for students in the city, sent to primary schools, middle schools, high schools, and continuing education institutions in the area to request coordination in implementing the policy of supporting health insurance payments for students.

To promptly implement the new policy and ensure the rights of students, Ho Chi Minh City Social Insurance requests that educational institutions in the area, based on the list of students at school, urgently make a list of students who do not have health insurance cards by December 31, 2025, and send it to the Social Insurance agency to issue them. At the same time, schools make a list and documents requesting health insurance cards for students and send them to the Social Insurance agency to issue and renew cards valid from January 1, 2026.

In case the educational institution has collected health insurance premiums from students to issue cards for 2026, it will refund them to the students' parents. If the school has temporarily transferred the health insurance premiums for students for 2026 to the Social Insurance agency's account, it will contact the Social Insurance agency to complete the procedures to refund the transferred amount and refund them to the students' parents.

After the merger, Ho Chi Minh City has the largest educational scale in the country with more than 3,500 schools; more than 2.5 million students from kindergarten to high school, continuing education. With this new policy, in the 2025-2026 school year, more than 2 million students in the city will be supported with 100% of health insurance premiums.

Previously, on November 14, 2025, the People's Council of Ho Chi Minh City issued Resolution No. 56/2025/NQ-HDND on Regulations on support levels for health insurance premiums for the elderly and students in the area.

According to the resolution, the city budget will support an additional 50% of health insurance premiums for high school students and general education students, including students studying regular secondary education programs and students studying regular high school education programs, in public and non-public educational institutions in Ho Chi Minh City.

Thus, with a support level of 50% according to the general policy of the Central Government and 50% according to the new policy of the city, from November 14, 2025, students in Ho Chi Minh City will be supported with 100% of the health insurance premium.
