Ho Chi Minh City identifies science and technology, innovation and digital transformation as not only tools but also key driving forces to promote rapid, sustainable growth and enhance urban competitiveness.
Reporting at the meeting, Director of the Department of Science and Technology Lam Dinh Thang said that the city is actively implementing many key programs, policies and projects to realize Resolution 57, with extensive participation of the business community.

Notably, Ho Chi Minh City's startup ecosystem entered the Top 5 in Southeast Asia for the first time, ranking 110th globally according to the StartupBlink 2025 rankings. In particular, the fields of fintech and blockchain stand out. Currently, the contribution of science and technology to total factor productivity (TFP) has reached 74%, which shows the clear effectiveness of innovation in urban economic development.
In addition, Ho Chi Minh City is also leading many indexes on digital government, e-commerce and artificial intelligence (AI) applications in areas such as urban management, healthcare and transportation. The city has now provided more than 740 online public services, accounting for 33% of total e-commerce sales nationwide and has continuously held the Top 2 position in the national digital transformation index for two consecutive years.
In terms of policy, the city is developing a series of specific mechanisms, including a resolution on income regimes for experts and scholarships for training key technology human resources. At the same time, it is piloting training orders on AI and microchips, and forming a city-level venture capital fund to support high-tech startups and commercialize research results.
Speaking at the meeting, Vice Chairwoman of the City Tran Thi Dieu Thuy emphasized the need to prioritize budget allocation for key science and technology tasks and digital transformation projects of Ho Chi Minh City. At the same time, promote the public-private partnership (PPP) model in investing in developing science and technology infrastructure, innovation and digital transformation throughout the area.
“The city will continue to improve institutions, promote public-private partnership, develop digital infrastructure, improve the quality of online public services and bring AI into education, administration and business production programs,” Ms. Thuy affirmed.
