
The conference was connected online to 168 communes, wards and special zones to concretize the orientations of the National Election Council, focusing on providing thorough and detailed instructions on key operational processes and timelines, especially for communes, wards and special zones, where the most important stages of the election are directly carried out.
Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Manh Cuong, Vice Chairman of the City Election Committee, informed that this election is an important political event, of great significance to the development of the whole country and Ho Chi Minh City, contributing to consolidating political institutions, building a strong government apparatus, and meeting the aspirations of the people. The Chairman of the City People's Committee issued Directive 04/CT-UBND dated October 27, 2025 on organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, in which the tasks of 12 departments, branches and commune-level People's Committees are clearly defined. To ensure the progress and quality of all aspects of the election, the City People's Committee requires departments, branches and localities to resolutely and synchronously implement the key tasks set out. The Chairmen of the People's Committees of communes, wards and special zones are responsible to the Chairman of the City People's Committee for all organization and results of the election in their respective areas.

Vice Chairman of the Ho Chi Minh City People's Council Nguyen Truong Nhat Phuong, Vice Chairman of the City Election Committee, provided detailed information on the structure, composition and allocation of the number of candidates nominated for election to People's Councils at all levels for the 2026-2031 term. The expected number of National Assembly deputies of Ho Chi Minh City is 38, of which at least 3 deputies reside and work locally, the rest are calculated based on the population and characteristics of the City. The number of Ho Chi Minh City People's Council deputies is 125; the number of commune-level People's Council deputies is determined based on the population of each administrative unit, with a maximum of 30 deputies.

Director of the Department of Home Affairs Pham Thi Thanh Hien, Secretary of the City Election Committee, stated: After establishing the City Election Committee and the communes, wards, and special zones, the first Consultation Conference will be held on December 10. On December 25, the list of National Assembly election units and the number of National Assembly deputies elected in each unit will be announced. The time for receiving candidacy dossiers for National Assembly deputies and People's Council deputies at all levels is from December 15, 2025 to 5:00 p.m. on February 1, 2026. After the third Consultation Conference (February 20, 2026), the City will announce the official list of candidates; from February 26 to March 14, 2026, the election campaign will be launched simultaneously. The establishment of the Election Team must be completed before January 31, 2026, each voting area is an election team, with 11-21 members.

Concluding the conference, Chairman of the People's Council Vo Van Minh, Chairman of the Ho Chi Minh City Election Committee requested Party committees, authorities, the Fatherland Front and mass organizations from the City to the grassroots to focus on, immediately and seriously deploy the contents of the election work. Party committees and authorities must enhance their leadership role, consider the election work as a key political task, ensuring absolute, direct, consistent and comprehensive leadership.
Mr. Vo Van Minh also requested agencies and units to seriously and correctly implement the Consultation Conference process, ensuring the selection of truly exemplary candidates, with virtue and talent, representing the will and aspirations of the people. In particular, priority is given to ensuring the proportion of female and young candidates, but taking quality standards as the top deciding factor. Agencies and units should proactively grasp public opinion, promptly verify and resolve complaints and issues related to candidate standards right at the grassroots level, not allowing them to linger or drag on.
