Ho Chi Minh City issues set of standards for advanced schools, regional and international integration

On May 23, the Ho Chi Minh City People's Committee decided to issue a set of pilot standards for innovating the school's operating mechanism to implement high-quality, advanced, regionally and internationally integrated educational content in Ho Chi Minh City.

Accordingly, the set of standards applies to all levels of education: preschool, primary and secondary.

In particular,educational institutions that have been recognized as advanced schools will continue to implement and proactively review according to the new set of standards.

As for educational institutions that have been approved by the Ho Chi Minh City People's Committee to implement the advanced school model but have not been recognized, they will continue to self-assess according to the new set of standards.

The pilot set of standards for innovating the operating mechanism of advanced schools is applied to schools recognized as meeting educational quality assessment standards from level 1 and above.

Along with that, the school must ensure standards and criteria on organizational and management conditions; educational management staff, teachers, staff; facilities, teaching equipment; educational activities; educational results; meet requirements on organizing English and IT teaching according to international standards, gradually making English the second language in schools; applying information technology in teaching...

Specifically, for primary school , the set of standards applies to schools recognized as meeting national standards level 1 and having their educational quality assessed at level 2 or higher, while ensuring 5 standards and 19 component criteria.

In particular, the school stipulates that each class has no more than 35 students, 100% of students study 2 sessions/day; at least 80% of teachers achieve the title of excellent teachers and excellent homeroom teachers at the school level; at least 80% of educational managers, teachers, and staff achieve the title of advanced workers; 100% of teachers are able to use English for communication; 100% of educational managers, teachers, and staff have IT skills that meet the standards of basic information technology skills...

In addition, the school has at least 3 sports clubs and 1 art club organized for students to participate in weekly activities; at least 50% of students completing primary school achieve certificates, English and IT output standards according to international standards...

For secondary schools , the set of standards applies to schools that are assessed to meet educational quality accreditation standards from level 3 or higher; ensuring a class size of 35 students and 100% of students studying 2 sessions/day.

In addition, the school has at least 80% of teachers achieving the title of excellent teachers (including excellent teachers and excellent homeroom teachers) at the school level and has excellent teachers at the city level; at least 80% of educational managers, teachers and staff achieve the title of advanced workers; have teachers and staff achieving the title of emulation fighters from the grassroots level and above, no teachers are weak in professional expertise; 100% of teachers are able to use English for communication; 100% of educational managers, teachers and staff have standard IT skills...

The standards for educational activities include four criteria, including the requirement that schools must organize English and IT teaching according to international standards; apply information technology in teaching; and gradually make English the second language in schools.

Regarding learning and training results, the requirement for junior high school level is that 100% of students are ranked as satisfactory or higher; of which 70% of students are ranked as good or higher and at least 20% of students are ranked as good; 100% of students enter high schools and vocational colleges after graduating from junior high school...

For high school level, 100% of students are required to be ranked as satisfactory or higher; of which at least 90% of students are ranked as good or excellent; 100% of students enter university or college after graduating from high school...

Regarding the criteria for physical education and sports activities, the set of standards requires schools to ensure that each student knows how to play a sport; 100% of students are educated in safe swimming and drowning prevention; at least 90% of secondary school graduates can use English in all four skills of listening, speaking, reading and writing, reaching level A2 or higher; 100% of students have knowledge and skills in information technology (office computing, web usage, online communication skills), of which at least 50% meet international IT standards.

Particularly for preschool level , the set of standards is implemented for kindergarten classes (children from 3-6 years old), schools are assessed to have achieved level 2 or higher in educational quality assessment, while ensuring standards on school organization and management conditions; educational management staff, teachers, staff; facilities and teaching equipment; educational activities; results of child care, nurturing and education.
