The Working Group to resolve issues related to the issuance of pink books for commercial housing projects (Working Group) has just been assigned additional tasks by Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh in Decision 1645.
Decision 1645 replaces Decision 5013 dated November 5, 2024 of the Ho Chi Minh City People's Committee to perfect the Working Group headed by Mr. Nguyen Toan Thang, Director of the Ho Chi Minh City Department of Agriculture and Environment, with the participation of a number of leaders of departments and branches including: Construction, Finance, Ho Chi Minh City Inspectorate; Ho Chi Minh City Police, Ho Chi Minh City Tax and Chairmen of the People's Committees of 168 wards, communes and special zones.
The Working Group is responsible for conducting a comprehensive review and compiling statistics on housing areas and commercial housing projects in the area that have been granted investment and construction licenses and put into use but have not yet been granted pink books; clearly identifying the causes and obstacles leading to the failure to complete the issuance of pink books; grouping, classifying, compiling statistics on data and lists of specific projects by group, proposing and implementing solutions to remove obstacles and difficulties according to a specific plan, roadmap and time.
The Working Group is responsible for monitoring, urging, and inspecting the progress of removing difficulties and obstacles and comprehensively assessing the development situation as well as the issuance of pink books at commercial housing development projects in the area from the time the project is granted an investment and construction license until it is completed and put into use.
The Working Group is responsible for directing the development of solutions to strengthen, supplement, and equip resources for the implementation of the registration and issuance of pink books to meet the needs of handling administrative records of organizations and individuals, increasing the rate of resolved records, reducing the rate of overdue records, and increasing the satisfaction rate of people and businesses in handling administrative records and procedures of competent authorities.
Direct the implementation of the regime of publicizing information on commercial housing development projects in the area periodically, regularly updating, creating favorable conditions for people to access information on projects such as: granting construction investment licenses; mortgaging projects at credit institutions; violating construction order; arising additional financial obligations; project problems affecting the progress of granting pink books and information on the progress of resolving and removing difficulties and problems.
The Working Group performs other tasks under the direction of the Ho Chi Minh City People's Committee and the Chairman of the Ho Chi Minh City People's Committee.
In addition to the general tasks of the Working Group, the HCMC People's Committee also assigns specific tasks to each member. Specifically, the Head of the Working Group is responsible for chairing meetings, giving conclusions and directions on work contents based on the consensus of the members; assigning tasks to deputy heads and members; authorizing the Standing Deputy Head to direct and operate activities, and handle tasks under the authority of the Head of the Working Group when necessary...
The Deputy Head of the Working Group is responsible for attending all meetings and directly directing the implementation of solutions to remove difficulties related to the construction and housing sectors as a basis for resolving the issuance of pink books at commercial housing projects in the area according to the conclusions of the Head of the Working Group; synthesizing projects, problems related to construction, housing and home buyers at commercial housing projects under the authority of the Working Group into the working program; monitoring the progress of removing difficulties and problems related to construction, housing and home buyers for projects submitted to the Working Group.
