Ho Chi Minh City tests 2-level local government model: Does not disrupt people's work

Preparations for the pilot operation of the two-level local government model in Ho Chi Minh City are being proactively prepared by agencies and units, especially localities, with the mindset and motto of adapting quickly during the transition period. All are aimed at ensuring the stability of state management and serving the people and businesses best.

Efforts to resolve applications on time

On the afternoon of June 10, the number of people coming to carry out procedures at the Reception and Results Department of District 6 (HCMC) increased more than usual. Coming to carry out procedures to extract birth certificates for relatives, Ms. Quang Le Trinh (residing in Ward 8, District 6) was worried that she would not be able to have her documents processed in time before the commune-level administrative units were reorganized. The officer on duty reassured her not to panic, as after the merger, all people's documents would still be processed normally.

According to Mr. Nguyen Ngoc Ha, an expert from the Finance and Planning Department of District 6, since mid-May, the number of people coming to carry out administrative procedures in District 6 has doubled compared to normal. “The increased workload has also caused greater pressure. However, all records are continuously received and processed. We also strive to resolve records on time,” said Mr. Nguyen Ngoc Ha.

Hiep Binh Chanh Ward is the most populous ward in Thu Duc City. Now, it is preparing to merge with Hiep Binh Phuoc Ward and part of Linh Dong Ward, soon to become the most populous ward in Ho Chi Minh City, with nearly 192,000 people. On the afternoon of June 10, at the reception area, people were bustling in and out. While handling administrative documents, ward officials were "sprinting" to prepare for the pilot operation of the 2-level local government model.

Filling out additional paperwork for the construction dossier, Mr. Huynh Hoang Dung (residing in Hiep Binh Chanh Ward) was worried about handling administrative records after the formation of the new ward. However, when he arrived at the ward, the one-stop department was still operating smoothly, the staff gave clear instructions, Mr. Dung felt somewhat reassured. He suggested that it is necessary to provide specific information to the people about changes in the address of the new ward headquarters or changes in handling people's records.

At the People's Committee of An Phu Dong Ward (District 12), the number of people coming to handle administrative procedures has also increased. According to Ms. Tran Thi Thu An, a Justice - Civil Status officer at the People's Committee of An Phu Dong Ward, each civil servant at the ward is trying to resolve work for the people. On average, each day, she and her colleagues handle about 40 files related to civil status and certified copies. The workload has increased, but Ms. An and the civil servants still ensure the progress of handling files, and at the same time complete the digitization and editing of more than 5,500 files from 2021 to present. In the near future, An Phu Dong Ward will merge with Thanh Loc Ward to establish a new An Phu Dong Ward. With the increasing population and area, the work of civil servants will become even more difficult, requiring constant efforts to better serve the people and businesses.

The Standing Committee of the Ho Chi Minh City Party Committee has just issued a plan to pilot the two-level local government model in the city. Phase 1 - before June 13, operate services related to public administrative procedures to serve the people. Phase 2 - after June 15, operate services and work groups related to city and local departments, branches and people. From June 26 to 30, there will be a meeting to review experiences and implement simultaneously. The headquarters of the agency is located at the Public Administration Center of 102/102 wards and communes, which is the place for pilot operation.

Speed ​​up before G hour

In District 7, after the reorganization, it is expected to reduce from 10 wards to 4 wards. Chief of Office of District 7 People's Committee Pham Hong Loc informed that until noon on June 10, the district will continue to receive and handle administrative procedures for people and businesses at the ward People's Committees and the district's one-stop shop. The district will also review the process and be ready to test the operation of the new ward, with each new ward having 2 working offices.

In addition to preparing facilities and infrastructure, training for local government officials at two levels is also focused on by the Central Government and Ho Chi Minh City. Preparing for the upcoming training session, Chairwoman of District 10 People's Committee Nguyen Thi Thu Huong said that the training content is expected to include: operating the Document Management System software, Ho Chi Minh City's official email system; receiving and processing administrative records via Portal 1022. In particular, the district will organize training for civil servants on handling backlog records in old districts and hand them over to new wards for further processing.

Chairman of the Go Vap District People's Committee Nguyen Tri Dung said that the district has proactively organized training for commune-level civil servants to perform the tasks of district-level departments and offices. The district has also improved the capacity of officials in applying information technology in administrative reform, especially at the one-stop shop and citizen reception department. The district has fully prepared documents on functions and tasks to transfer to the new wards. "The preparation work for the 2-level local government model has been completed and the locality is completely ready to operate according to the new model," Mr. Nguyen Tri Dung affirmed.

Chairman of District 12 People's Committee Nguyen Van Duc said that the district is ready to test the operation of two new wards, including An Phu Dong and Dong Hung Thuan wards. To prepare for the end of district-level operations, District 12 has carried out many tasks such as training personnel, setting up infrastructure, and implementing communication programs to clearly inform people about the changes. "Up to now, the preparation work has been completed and the district is ready to operate the new model, aiming to create a modern, efficient and more accessible administrative environment for people," said Mr. Nguyen Van Duc.

Districts, towns and Thu Duc City have completed preparations according to the instructions of the Organizing Committee of the City Party Committee and the Department of Home Affairs of Ho Chi Minh City to appoint the positions of heads and deputy heads of units under the new commune-level People's Committees. The transfer of cadres and civil servants to the new wards and communes will be implemented immediately after the Standing Committee of the City Party Committee approves, so that the apparatus of 102 new wards and communes can be put into trial operation on June 12.

Comrade TRAN KIM YEN, Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee:

New wards and communes need to identify and provide specific information about their headquarters addresses as soon as possible so that people can understand them clearly and conveniently travel to complete documents and conduct public transactions. During the transition period, the working group will simultaneously handle administrative documents submitted to the old and new wards and communes, ensuring that the document processing process is not interrupted.

Localities also need to publicize administrative procedures online for people to carry out online. After July 1, files that are still under processing will be transferred to the new ward or commune for further processing.

The pilot operation of the two-level local government model must ensure smooth work with the old apparatus. Files that have not been processed before June 30 need to have a plan to continue processing after July 1. Departments and branches need to provide specific instructions to ensure that no files are lost, avoiding inconvenience to people and businesses.
