The economy continues to flourish
Tra Vinh enters the implementation of the socio-economic tasks in 2025, the final year of the 2020-2025 term, with a new mindset and new aspirations; focusing on development to continue to be the "bright spot" of growth in the region, while preparing the necessary conditions to develop with the country.
Since the beginning of the year, Tra Vinh province has focused on removing difficulties and speeding up the disbursement of public investment capital. In 2025, the province has been assigned a total public investment capital of more than VND4,369 billion. As of May 19, the province has disbursed nearly VND727 billion, reaching 16.6% of the plan.
The province continues to implement key projects and works. The focus is on the project to build a coastal corridor in Tra Vinh province, Co Chien 2 bridge; speeding up the progress of the freshwater reservoir infrastructure project along the Lang The riverbank, phase I (to date, over 47% of the volume has been completed).
In the agricultural sector, the province continues to implement regulations and procedures to be granted codes for domestic and export growing areas for crops; build and maintain more than 70 agricultural product brands, maintain and grant new 108 growing area codes, with a total area of 7,496.62 hectares; form concentrated production areas for key crops; continue to replicate a number of effective production models, applying mechanization to production.
In particular, Tra Vinh is the first province in the Mekong Delta region to complete the task of building new rural areas by 2024. The proportion of agricultural and aquatic product value produced under the forms of cooperation and association reached over 32%. The rate of application of clean agricultural production, organic agriculture, and high-tech agriculture reached over 12.46% of the production area. To date, the whole province has over 31,809 hectares of high-tech agricultural production; 433 hectares of clam farming with ASC certification...
In the first 5 months of 2025, the province's Industrial Production Index increased by 6.7% over the same period last year. Industrial production value reached VND 18,949 billion, up 9.58% over the same period. Electricity production and distribution value accounted for over 62% of the total industrial production value. Processing and manufacturing industry maintained good growth.
Up to now, Tra Vinh has implemented the adjusted Power Plan VIII; organized the opening of dossiers inviting interest in 5 wind power plant projects; and appraised the feasibility study report on investment in the construction of Dong Thanh 1 and Dong Thanh 2 Wind Power Projects.
Regarding investment attraction, in the first 5 months of the year, Tra Vinh attracted 5 domestic investment projects, with a total investment capital of 3,274 billion VND (1 project less than the same period in 2024, but the total registered capital increased by 1,414 billion VND). The province inspected the progress of the Tra Vinh High-Tech Thong Thuan Shrimp Farming Area Project of Thong Thuan - Tra Vinh Seafood Joint Stock Company and the Tra Vinh Green Hydrogen Production Plant Project of TGS Tra Vinh Green Hydrogen Joint Stock Company; surveyed the factory project of I Love Vietnamese Handbags Company Limited, Wind Power Plant No. 3 (location V3-8) and Duyen Hai 2 Wind Power Plant.
In the past 5 months, the province had 261 newly established enterprises (reaching 50.19% of the plan), 136 enterprises temporarily suspended operations and 80 enterprises dissolved.
Up to now, 100% of procedures related to enterprises are carried out online, and Tra Vinh has also implemented very well the business support policy. The province regularly pays attention to supporting enterprises, production establishments, and cooperatives to introduce and promote products on e-commerce trading floors; invites enterprises to participate in domestic and foreign trade promotion activities. According to the Provincial Competitiveness Index (PCI) Ranking in 2024, the province's Business Support Policy component index increased from 46th (in 2023) to 3rd (in 2024).
New development vision
The province has made partial adjustments to the general planning of Tra Vinh City (expansion) until 2045 and the detailed planning of Duyen Hai District Administrative Center. By May 2025, the urbanization rate of the whole province reached 43.33% (exceeding the set target).
In particular, Tra Vinh is urgently implementing the arrangement of administrative units at the provincial and communal levels, submitting to the Provincial People's Council a resolution approving the policy of merging Ben Tre province, Vinh Long province, Tra Vinh province and a resolution approving the policy of arranging administrative units at the communal level of Tra Vinh province.
The province has established a Working Group to provide guidance on the transition of management of programs, tasks, projects, and public investment plans in the process of arranging and perfecting the organization of the two-level local government apparatus in the province.
Up to now, Tra Vinh has completed the dossier of the Project on Reorganizing Commune-level Administrative Units, submitted it to the Government and the Ministry of Home Affairs; coordinated with Vinh Long province and Ben Tre province to develop the Project on Establishing Departments, Branches, and Sectors in the province and equivalents under the People's Committee of Vinh Long province (new) after implementing the reorganization of provincial-level administrative units; assessed the implementation of the ranking of public service units; continued to appraise and resolve policies and leave regimes for cadres, civil servants, public employees, and workers according to Decree No. 178/2024/ND-CP of the Government.
Strive for economic growth of 8% or more
After the Government issued Resolution No. 25/NQ-CP dated February 5, 2025 on growth targets for sectors, fields and localities to ensure the national growth target in 2025 reaches 8% or more, the People's Committee of Tra Vinh province directed the review, assessment of development space and potential and reported, submitted to the Provincial People's Council for agreement to adjust the province's GRDP growth target from 7 - 7.5% to 8%. On that basis, the Provincial People's Committee issued a decision to adjust the growth target in 2025 and each quarter.
In the first quarter of 2025, Tra Vinh's GRDP growth reached 8.75%, 0.69 percentage points higher than the proposed scenario. It can be seen that Tra Vinh still has a lot of room for economic development and the target of GRDP growth of 8% or more in 2025 is feasible. Accordingly, from now until the end of the year, the province will continue to mobilize resources, determined to maintain the bright spot of growth in the Mekong Delta region, focusing on implementing the following main tasks and solutions:
Firstly, strengthen inspection and urge the implementation of the conclusions of the Provincial Party Committee; both focus on implementing political tasks, socio-economic development, and implementing the policy of administrative unit arrangement.
Second, closely monitor weather, meteorology, hydrology, water resources, and saline intrusion; ensure the safety of dyke and irrigation works during the rainy and stormy seasons; focus on completing in-field irrigation work; proactively take measures to respond to natural disasters; take good care of the summer-autumn rice fields that have been planted; closely monitor livestock farming and dangerous diseases in livestock, promptly handle them to prevent them from spreading widely; effectively implement solutions to combat illegal seafood exploitation...
Third, appraise and recognize communes that meet advanced new rural standards and model new rural standards; summarize and evaluate the results of implementing national target programs for the 2021-2025 period and propose the 2026-2030 period; promptly support to remove difficulties in performing the task of building and developing collective economy and cooperatives; improve the quality of products to meet OCOP standards.
Fourth, proactively organize the implementation of the adjusted Power Plan VIII; organize a high-point attack to fight against and repel crimes of smuggling, trade fraud, counterfeit goods, copyright infringement, and intellectual property rights infringement.
Fifth, strengthen financial and state budget discipline; implement solutions to collect correctly and fully, exploit remaining revenue sources; and effectively implement regulations on electronic invoices.
Sixth, review, cut, and transfer the public investment capital plan for 2025; develop a public investment plan and local budget estimate for 2026. In addition, focus on accelerating the progress of key projects and works in the area, especially those to welcome Party Congresses at all levels; resolutely carry out the transition of management of programs, tasks, projects, and public investment plans in the process of arranging and perfecting the organization of the local government apparatus.
