- Could you please tell us about the outstanding results in the management, detention andeducation of prisoners at Nghia An Prison during the past term?

- Nghia An Prison (Department C10, Ministry of Public Security ) is located in Cam Chinh commune, Cam Nghia commune, Cam Lo district and Trieu Ai commune, Trieu Phong district, Quang Tri province, currently managing and detaining more than 2,500 prisoners. Over the past 5 years, the Party Committee and the Board of Supervisors of Nghia An Prison have regularly followed the leadership and direction of the Party Committee and the leadership of Department C10, strictly implemented the Law on Enforcement of Criminal Judgments, maintained discipline and discipline in prisons, as well as focused on Party building, force building, technical logistics, and paid attention to improving the lives of officers and soldiers. Thanks to that, the collective is always united, officers and soldiers uphold their sense of responsibility, creating a combined strength to overcome all difficulties and challenges, excellently completing political tasks, absolutely ensuring security and safety of detention facilities in all situations, not being passive or surprised.

In order to effectively carry out the task of managing, detaining and educating prisoners, right from the time of receiving prisoners to the prison to serve their sentences, the Party Committee and leaders of the unit have directed the strict implementation of regulations on classifying, organizing management, and detaining prisoners according to their types and arranging labor scientifically and reasonably, thereby reducing the risk of prisoners violating the regulations of the detention facility and violating the law; contributing to effectively preventing and stopping prisoners from escaping, sabotage, colluding and connecting with bad elements outside to bring prohibited items into the detention facility for illegal use.

Coordination with the police, military, government and local people in the area where the unit is stationed is closely carried out, basically grasping the situation of all types of crimes in the area to serve the work of preventing and stopping activities of collusion and connection with prisoners to commit violations. Seriously and effectively deploying and launching peak periods of attacking and suppressing crimes, ensuring security and safety of prisons.

Actively direct the organization of verification of wanted subjects sent by the police of units and localities; in 2021, the unit had 1 case/1 prisoner escape from detention, organized a search and recaptured the prisoner in a short time. Currently, the unit has no wanted subjects. The rate of prisoners violating the regulations of the detention facility, being classified as poor in reform, and being disciplined has decreased over the years, all meeting and exceeding the targets set in the resolution.

Along with strictly implementing prison discipline, Party building, force building, ensuring technical logistics to serve the unit's work and combat have been deployed synchronously and drastically right from the beginning of the term. Focusing on directing the implementation of measures to prevent, combat and overcome the consequences of the historic flood that occurred in October 2020; resolutely directing the implementation of strict, synchronous COVID-19 prevention and control measures, controlling safety and effectiveness, so that no officers, soldiers, or prisoners were seriously infected with COVID-19 or died.

The grassroots Party Committee and its subordinate Party Committees promptly organize propaganda, dissemination, and dissemination of the resolutions of the Party Congresses at all levels for the 2020-2025 term to cadres, Party members, and soldiers to grasp and implement seriously, qualitatively, and effectively; especially to basically ensure the goals, targets, and tasks set forth in the Resolution of the Nghia An Prison Party Congress.

- At Nghia An Prison, there is a big slogan: Nothing is more noble than "Humanity". Could you tell us how the spirit of that slogan is thoroughly understood and implemented in the unit and in the education and rehabilitation of prisoners?

- In the work of managing, detaining and educating prisoners, over the years, with humanity and responsibility, Nghia An Prison has flexibly applied educational methods suitable for each prisoner, focusing on combining the measures of "Virtue" with "Humanity", thereby helping them to promote positivity and progress in studying, working and reforming. Our goal is to sow the seeds of belief in goodness in each prisoner, help them realize their mistakes, thereby reforming well to enjoy the lenient policies of the Party and State, soon return to their families, society and integrate into the community.

Accordingly, Nghia An Prison has thoroughly grasped and seriously implemented the Law on Execution of Criminal Judgments and circulars and instructions from superiors on implementing educational work, ensuring policies for prisoners, creating a favorable environment for prisoners to study with peace of mind and make progress in reform.

Fully, promptly and correctly implement regulations on regimes such as food, clothing, accommodation, medical examination and treatment, visits, telephone communication, postal and parcel mail, living, studying and entertainment regimes for prisoners. Maintain good organization for prisoners to study, focusing on legal education, detention facility regulations, building a cultural lifestyle, civic education, teaching literacy and vocational training.

Over the past 5 years, Nghia An Prison has regularly opened cultural and literacy classes for prisoners, ensuring that 100% of illiterate and re-illiterate prisoners have enough time and ability to study cultural and literacy; paying attention to implementing labor organization, career guidance, vocational training, and creating stable jobs for prisoners, helping them reintegrate into the community. Up to now, over 75% of prisoners work in factories.

Every year, in coordination with the Department of Culture, Sports and Tourism, the Youth Union of Quang Tri province organizes the program "Lighting up the dream of rehabilitation" with many useful activities for prisoners; organizes "Conference of prisoners' families" and many other activities and movements that have educational and rehabilitative significance for prisoners.

In addition, the Party Committee and the Board of Directors of Nghia An Prison pay special attention to gradually improving the material and spiritual life of prisoners such as organizing cultural, artistic, physical education and sports activities, rewarding and giving gifts to prisoners on holidays and Tet...

Through practical, loving and responsible actions of officers and soldiers towards prisoners, they have encouraged and motivated prisoners to compete in studying, working and reforming to make progress. In the past 5 years, 115 prisoners have been considered and proposed for amnesty; 14 times/5,274 prisoners have had their prison sentences reduced, of which the remaining prison terms were reduced for 1,446 prisoners; 13 times/52 prisoners have been conditionally released early.

- As you shared, the purpose of managing, detaining and educating prisoners is to sow the seeds of faith in goodness, helping them to quickly return to their families and integrate into the community. So, to make the seeds of faith in goodness grow strongly in each prisoner, what needs to be done in the coming time, comrade?

- The humanity, sense of responsibility, and dedication to work of the officers and soldiers managing the prison are shining examples of personality to influence and educate prisoners, thereby creating positive changes in ideology, awareness, and reform attitudes in each prisoner. In the coming time, the Party Committee and the Board of Directors of Nghia An Prison will continue to strengthen political and ideological education; focus on building a team of officers and soldiers with strong political will, absolutely loyal to the Party, the Fatherland, and the People, with love and responsibility, contributing to helping those who have made mistakes to reform, improve, and soon rehabilitate and integrate into the community.
