Unique “puzzle piece” method
Major, Dr. Le Van Dai, lecturer of the Faculty of Law, People's Public Security Academy, won the first prize in the legal field at the competition. The lecture "Accomplice" in the course "Criminal Law" for second-year students, majoring in Criminal Investigation, made a strong impression when flexibly combining modern teaching techniques, promoting analytical thinking and the ability to handle practical situations of students.

The subjects of study are future security soldiers, directly participating in the work of preventing, detecting, fighting, and stopping all activities that violate national security. Therefore, the foundation of legal knowledge, including knowledge of accomplices, plays a profound practical role, supporting students to grasp the legal basis in investigating and resolving criminal cases after graduation.
The “puzzle piece” technique used by Major Dai is the central pedagogical highlight of the seminar. The lecturer builds 4 pieces of a puzzle about a case, each piece is an important piece of information, gradually increasing in complexity, gradually revealing the developments and legal nature of the entire case.
When Major Le Van Dai was assigned to participate in the Ministry-level excellent lecturer competition, he realized that this was an important professional task and a valuable opportunity to practice his profession. He spent a lot of time thinking, researching, and reading documents to come up with ideas and perfect his lectures. During this strenuous process, Major Dai always received attention and support, both materially and spiritually, from the Academy's Board of Directors, the leaders of the Faculty of Law, as well as enthusiastic support from his colleagues. The comments, suggestions, and accurate and convincing assessments of the Board of Directors and the leaders of the Faculty were a great source of motivation, creating confidence for him to participate in the competition with the highest sense of professionalism, responsibility, and determination.
He shared about the effectiveness of the lecture: “During the discussion, each piece of the puzzle opens up to create a new cognitive experience: it can reinforce the formed viewpoint, raise new doubts or completely reverse the previous argument of the student. At that time, the student is forced to reflect on his thinking, evaluate and restructure his personal or group argument according to the new information flow. This is the process of training the skill of adjusting thinking - a particularly important ability in legal science research and criminal investigation practice”.
The final piece contains the key details that are decisive for identifying the legal nature of the case. After this piece is provided, the student groups enter the synthesis debate, compare all the data, defend or adjust their views. The observation groups continue to criticize, add arguments, and even cross-debate, creating a multi-dimensional, profound, and dialogic academic space.
Major Dai's way of organizing lectures not only helps students remember the nature of the roles of accomplices, but also creates an environment for practicing simulated investigation skills, bringing legal theory closer to professional practice. This is just one of many lectures by the faculty's collective that have been highly appreciated by the Board of Examiners for their creativity, applicability and pedagogical effectiveness over the years.
Talking to reporters, Colonel, Associate Professor, Dr. Nguyen Ngoc Ha - Head of the Faculty of Law said: "The Faculty always focuses on training and fostering lecturers. The Faculty's leaders always have a plan for early training and fostering for young lecturers, even before the excellent teaching competition has started. In the past 10 years, through the excellent teaching competitions at the academy and ministerial levels, lecturers of the Faculty of Law have always achieved high results. In the 2025-2026 school year, the Faculty of Law sent 3 lecturers to participate in the ministerial competition, achieving high results with one first prize, one second prize, and one third prize."
Lieutenant Colonel, Dr. Nguyen Thi Thanh Thuy - Deputy Head of the Faculty of Law is always dedicated to teaching and training the staff she is assigned to. She shared: “Participating in the teaching competition is an important task that the Party Committee of the Board of Directors of the Academy and the leaders of the Faculty of Law always pay attention to and direct. Therefore, the leaders of the Faculty pay attention to selecting lecturers, assigning staff to accompany and teach from the group level, faculty level to the academy level to listen to comments. Each lecture sets high requirements for innovative methods, identifying key content and enhancing practical connections. That is the result of the investment of time and effort of lecturers and the faculty with many initiatives, innovations and dedicated preparation”.
Breakthrough in education and training development
In the spirit of Resolution No. 66-NQ/TW on “innovation in law-making and enforcement to meet the requirements of national development in the new era”, the role of law teaching is very important, especially for the People's Public Security Forces, which play a core role in preventing and combating crime, protecting national security, ensuring social order and safety. Over the years, the Faculty of Law, People's Public Security Academy has always promoted the tradition of training cadres and lecturers to participate in the excellent teaching competition at the Ministry and Academy levels to become exemplary and excellent lecturers in the emulation movement for excellent teaching of People's Public Security academies and schools.
Each lecturer participating in the contest is a person who inspires and adds strength to the emulation movement for excellent teaching in the academies and universities of the People's Public Security. The process of preparing and delivering lectures helps lecturers gain experience, perfect their teaching methods and share experiences with colleagues, thereby improving the quality of teaching. The excellent teaching contests are all replicated by teachers to teach students in the Academy.
The Faculty of Law has 43 officers and lecturers who basically meet the standard requirements of lecturers in terms of foreign language and IT skills. Lecturers always update their knowledge and current legal documents to serve the teaching process. The Faculty has 1 comrade working at the Commune Police according to the Project of the Ministry of Public Security , 2 comrades studying for a concentrated postgraduate degree abroad; 2 comrades studying for a 2nd degree in concentrated police work and 6 comrades studying advanced political theory.
The Faculty's leadership pays great attention to training and fostering professional skills, academic degrees, and lecturer titles, and has set out a specific planning roadmap. Currently, the Faculty has 1 associate professor, 19 doctors, 24 masters, and 2 bachelors. In the 2025-2026 school year, the Faculty has 2 lecturers who meet the standards of associate professor. Regarding teaching titles, the Faculty has 17 main lecturers and 21 lecturers. Many lecturers are sent to study to improve their qualifications at home and abroad, including training in the field of United Nations peacekeeping. Lieutenant Colonel, Doctor Nguyen Van Nam - Deputy Dean of the Faculty of Law is the first officer of the People's Public Security Academy to participate in United Nations peacekeeping in South Sudan.
Lieutenant Colonel, Dr. Tran Van Tuyen, Deputy Head of the Faculty of Law added: “The collective leadership and lecturers in the faculty are always enthusiastic about research and have a firm grasp of the contents of their specialized teaching fields. From there, they create breakthroughs, goals for learners, taking learners as the center, so that learners can experience an intellectual environment in accordance with the spirit of Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training development. The excellent teaching contest is an opportunity for lecturers to update the latest knowledge according to current laws, while developing creative teaching skills.”

Not only focusing on training and fostering professional skills, actively participating in teaching competitions at all levels, the Faculty of Law also focuses on propaganda, dissemination and legal education, considering this as a content in training cadres and lecturers to become mature in association with professional work, research and teaching of law.
For many years, the Faculty of Law has always been a pioneer in the work of propagating, disseminating and educating the law on television, at schools, social organizations and detention facilities with diverse and extensive forms of participation in propaganda. The trips through the sun and rain of cadres and lecturers have contributed to "greening" legal knowledge, demonstrating the spirit of political and social responsibility, fostering awareness of living and working according to the Constitution and the law, building a safe and civilized school environment, detention facilities and community. With outstanding achievements in the work of training cadres; propagating, disseminating and educating the law, the collective and individual lecturers of the Faculty of Law have been awarded certificates of merit and certificates of merit at all levels by the Ministry of Public Security many times.
