
At Thong Nhat Hall (HCMC), the delegation of the City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of HCMC, together with former leaders of the Party and State, led by comrade Nguyen Van Nen, Politburo member, Secretary of the HCMC Party Committee, came to pay tribute to former President Tran Duc Luong.
In a solemn atmosphere, delegates respectfully burned incense and observed a minute of silence to express their condolences to comrade Tran Duc Luong, a loyal and upright communist soldier, a close and intimate comrade, a respected and exemplary technocratic leader, an excellent scientist , who devoted his whole life to the country and the people.



Expressing condolences to formerPresident Tran Duc Luong, from early morning, many delegations from provinces and cities in the Southern region; departments, branches, sectors, and organizations in Ho Chi Minh City... came to Thong Nhat Hall to line up and pay their respects.
Writing in the condolence book, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen expressed his deep condolences to comrade Tran Duc Luong, former Politburo member, former President, Gold Star Order, 65-year Party membership badge and sent his deepest condolences to his family. Comrade Tran Duc Luong had many merits and contributions to the revolutionary cause, national reunification, construction and defense of the Fatherland.
“Respectfully bowing to bid you farewell, comrade, we vow to follow the shining example of previous generations, continue the cause in a worthy manner, devote all our efforts to building Ho Chi Minh City to be rich, beautiful, civilized, modern, and affectionate, for the whole country, together with the whole country to build and protect the prosperous Fatherland,” comrade Nguyen Van Nen wrote in the condolence book.
Writing in the condolence book, comrade Dang Thi Ngoc Thinh, former Vice President, expressed her deep condolences to former President Tran Duc Luong, a son of Quang Ngai - one of the leaders of the Party and State, who excellently fulfilled his duties in the fields of domestic and foreign affairs and deep integration of the country. On May 23, the People's Committee of Ho Chi Minh City issued an urgent notice on the Visitation and Memorial Service for Comrade Tran Duc Luong.
According to the announcement, agencies, units, enterprises, schools, hospitals, and armed forces units must fly the national flag at half-mast, with a black mourning ribbon (1/10 the width of the flag, length according to the length of the flag), tied with a black cloth, not letting the flag fly and only raising the flag to 2/3 the height of the flagpole. The flag will be flown at half-mast at the daily flag-raising position; all public entertainment activities will be suspended during the two days of National Mourning (May 24 and 25).

People coming to pay their respects and delegations of agencies, units, enterprises, schools, hospitals, and armed forces units coming to pay their respects must assign a leader, and wear formal, dark, and serious attire according to the National Funeral protocol. Individuals must not bring handbags, but must bring a CCCD card with a chip or a mobile phone with VneID installed and activated at level 2 to scan the QR code upon entry; must not bring wreaths, fruits, incense, or candles, but must only bring a mourning ribbon (black, white letters), with a line of text stating the unit's name to attach to the rotating wreath prepared by the Organizing Committee of the Visitation and Memorial Ceremony.
