Research on taxing fallow land and slow-moving real estate projects

The Government Office has just issued a notice of Deputy Prime Minister Tran Hong Ha's conclusion on the real estate market situation.

The Deputy Prime Minister requested the Ministry of Construction to urgently build and establish a database system and information on the real estate market, including data on real estate transactions, real estate prices, and analysis and forecast of market supply and demand so that the State can proactively regulate the market. This regulation is carried out through: planning, plans, programs, and urban and housing development plans to regulate supply; adjust the progress and structure of real estate project products; manage financial and credit policies, and use tax tools appropriate to the market situation in each period.

The State Bank of Vietnam shall preside over and coordinate with the Ministry of Construction, the Ministry of Public Security and relevant agencies to review and evaluate bad debts related to real estate and housing to have appropriate solutions to ensure safety for the banking system; study and expand the subjects of access to preferential credit for investors and people in implementing social housing policies.

The Ministry of Finance shall preside over and coordinate with the Ministry of Construction and the State Bank of Vietnam to study the taxation of fallow land, real estate projects, and housing projects that are slow to be implemented; to avoid the situation of double taxation.

The Deputy Prime Minister also requested the People's Committees of provinces and cities to focus on resolving difficulties and obstacles for real estate projects, review and classify projects with legal problems; proactively prepare land funds for social housing development in addition to 20% of land funds from commercial housing projects to avoid the situation of shortage in some places and surplus in others; proactively review resettlement housing projects and commercial housing projects that have been completed but not used to propose to competent authorities to allow conversion to social housing.
