On the morning of August 28, the Ha Long City Party Committee held a ceremony to award Party badges to Party members from 40 to 75 years of Party membership. On August 28, at the symbolic relic site where the first Communist Party of Vietnam cell of Hai Ninh district (the predecessor of today's Mong Cai City Party Committee) was established, Mong Cai City Party Committee solemnly held a ceremony to award Party badges and announce the decision to admit new Party members.

Mong Cai City leaders awarded Party badges to 8 Party members with 50, 55, 60 and 65 years of Party membership.

At the ceremony, authorized by the Provincial Party Committee, the Standing Committee of Mong Cai City Party Committee solemnly organized the awarding of 50, 55, 60, and 65-year Party membership badges to eight exemplary Party members who were loyal, steadfast, and steadfast in the Party's goals and ideals; and who made many contributions to the Party's glorious revolutionary cause; and at the same time, announced the decision to admit 100 outstanding people into the Communist Party of Vietnam.

Reviewing history, the leader of Mong Cai City Party Committee affirmed: Nearly 78 years ago (October 19, 1946), at No. 42, the main street (Hoa Lac), Mong Cai, the Conference to establish the Communist Party Cell of Mong Cai District took place according to the decision of the Inter-zone Party Committee 12 and the Party Executive Committee of Hai Ninh Province.
