At the conference, delegates listened to Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, disseminate leadership and direction documents of the Politburo and the Provincial Party Committee on continuing to implement the arrangement of administrative units at district and commune levels in the period of 2023 - 2030.
Accordingly, to thoroughly grasp and implement the Central's directive documents, on August 23, 2023, the Provincial Party Committee issued Resolution No. 16-NQ/TU on the arrangement of administrative units at district and commune levels in Ninh Binh province, period 2023-2030. The Standing Committee of the Provincial Party Committee issued Plan No. 138 on the arrangement of administrative units at district and commune levels in Ninh Binh province, period 2023-2030; issued Decision No. 1013 on the establishment of the Steering Committee for the arrangement of administrative units at district and commune levels in Ninh Binh province, period 2023-2030.
The arrangement of administrative units at district and commune levels in the province has been identified by the Provincial Party Executive Committee as an important political task and focused on leadership and direction in order to streamline the apparatus, reduce staff, create new development space, improve the effectiveness and efficiency of the political system, further promote potentials and strengths, especially the good values of the people and the land of the Ancient Capital, creating a strong driving force for the rapid and sustainable development of the province in the new period.
Party committees and authorities at all levels, based on regulations on standards of administrative units and regional characteristics, focus on leading, directing, organizing implementation and completing the arrangement of administrative units at district and commune levels. The arrangement roadmap is divided into 2 phases (2023-2025 phase, 2025-2030 phase) and there are 10 specific tasks to be carried out according to the roadmap.
Accordingly, by 2025, the province plans to complete the arrangement of administrative units at district and commune levels with both standards of natural area and population size below 70% of the regulations; administrative units at district level with both standards of natural area below 20% and population size below 200% of the regulations; administrative units at commune level with both standards of natural area below 20% and population size below 300% of the regulations.
In particular, Ninh Binh city and Hoa Lu district will be merged with the orientation of becoming an ancient capital - heritage urban area, based on the cultural - historical values of the ancient capital of Hoa Lu and the outstanding global values of Trang An heritage. In addition, Tam Diep city will also have its administrative boundaries expanded, developing Tam Diep city in the direction of becoming an industrial - service urban area, connecting and transitioning harmoniously, in accordance with the Trang An heritage area...
The Provincial Party Standing Committee has decided to establish a Steering Committee to implement the arrangement of administrative units at district and commune levels in Ninh Binh province, period 2023-2030, consisting of 50 members.
Next, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, thoroughly grasped the leadership and direction documents of the National Assembly Standing Committee, the Government and the Provincial People's Committee related to the arrangement of administrative units at district and commune levels in the period of 2023 - 2030: Resolution No. 35/2023/UBTVQH15, dated July 12, 2023 of the National Assembly Standing Committee; Resolution No. 117/NQ-CP, dated July 30, 2023 of the Government; Directive of the Provincial People's Committee Chairman and Plan of the Provincial People's Committee.
According to the implementation plan of the Provincial People's Committee, it clearly states the purpose, requirements; tasks, roadmap, implementation time and assigns specific tasks and implementation organization for each agency, unit and locality.
In particular, regarding the roadmap: In 2023, the provincial, district and city levels will establish a Steering Committee for the implementation of the arrangement of administrative units at the commune level for the period 2023-2030; issue documents directing the implementation of the period 2023-2025 and organize conferences to disseminate and deploy the work. Proceed to develop and submit for approval the Master Plan for the arrangement of administrative units at the district and commune levels of Ninh Binh province for the period 2023-2025. Before October 31, 2023, complete the development of the Master Plan for the arrangement of administrative units at the district and commune levels of Ninh Binh province for the period 2023-2025, report to the Ministry of Home Affairs for appraisal and submit to competent authorities for approval according to regulations.
In 2024: Based on the Master Plan approved by competent authorities, communes and districts will provide comments for the Provincial People's Committee to supplement documents, procedures, and detailed Project on rearranging administrative units at district and commune levels for the period 2023-2025 to submit to the Ministry of Home Affairs and relevant Central Ministries and branches for appraisal before June 30, 2024.
After the Resolution of the National Assembly Standing Committee (expected to be completed before December 31, 2024), the province will implement the Project on rearranging administrative units at district and commune levels with tasks such as: organizing the apparatus; arranging cadres, civil servants, and public employees; resolving regimes and policies for cadres, civil servants, public employees, and redundant workers; handling headquarters and public assets.
By 2025, the Provincial People's Committee will organize a preliminary review of the arrangement of administrative units at district and commune levels in Ninh Binh province, period 2023-2025 and report to the Ministry of Home Affairs, expected time before August 31, 2025.
Concluding the conference, Secretary of the Provincial Party Committee Doan Minh Huan emphasized the purpose and requirements of the conference, and affirmed: The arrangement of administrative units is a major policy of the Party and State, an objective and practical need, originating from the law of motion; aiming to contribute to streamlining the apparatus, streamlining the payroll, reducing state budget expenditures, expanding development space and promoting the potential and strengths of the locality. However, this is a big, difficult, complicated, sensitive task, greatly affecting the organization and operation of agencies and organizations in the political system; affecting the ideology and psychology of the people, of the contingent of cadres, civil servants, public employees, and workers. Therefore, it is necessary to have appropriate methods and roadmaps.
For Ninh Binh, this is not only a matter of purely arranging administrative units but also restructuring rural and urban areas, promoting urbanization while still preserving the unique characteristics of the Ancient Capital region - an ecological model, a heritage city that no other locality in the country has. This is also an opportunity to implement the Ninh Binh planning that has been built by previous generations of leaders from many previous terms with a strategic vision, aiming for 2030, basically meeting the criteria of a centrally-run city.
Emphasizing the arrangement of administrative units based on two factors: "static" (leadership and organizational structure) and "dynamic" (people), the Provincial Party Secretary noted: The implementation of the arrangement of administrative units for Ninh Binh city and Hoa Lu district associated with the arrangement of administrative units at the commune level to become a city under the province must be placed in the orientation of "Ancient Capital - Heritage Urban Area"; at the same time, perfecting the criteria for recognition as a type I urban area under the province, truly a tourist center of the region, of the country with global value. This is a very important factor, deciding whether Ninh Binh can become a central urban area by 2023 or not.
Regarding the adjustment and expansion of the administrative boundaries of Tam Diep city, it is necessary to associate with the arrangement of administrative units at the commune level, develop Tam Diep city in the direction of becoming an industrial - service urban area, green, modern, associated with the security posture of the gateway to the Red River Delta, connecting and transitioning harmoniously, in accordance with the Heritage area of Trang An Scenic Landscape Complex and creating a driving force for the development of the Southeast region of Nho Quan district. The development of Tam Diep urban area must truly be the identity of Ninh Binh. Successfully implementing the expansion of Tam Diep administrative boundaries will contribute significantly to creating a driving force for growth in Ninh Binh.
Regarding the arrangement of communes, wards and towns that do not meet the prescribed standards and are subject to rearrangement, it is necessary to proceed cautiously, creating new development space, with the ultimate goal of improving the living standards and quality of life of the people in a civilized and modern direction; building civilized rural areas, protecting identity, and ensuring national defense and security.
The Provincial Party Secretary especially emphasized: The implementation of the arrangement of administrative units at district and commune levels in the 2023-2030 period in the province is a particularly important political task under the direct leadership of Party committees at all levels, with the drastic participation of the entire political system and society. In which, Party organizations and heads of Party committees at all levels play the most decisive role; the government and heads of government at all levels play a direct decisive role in whether or not the arrangement of administrative units is completed well or not.
The implementation process focuses on mass mobilization, political and ideological work, propaganda, mobilization, creating unity in perception and action, creating consensus among cadres, party members, civil servants, public employees and all classes of people; ensuring resources, ensuring political security, social order and safety. Along with the arrangement of administrative units, it is necessary to carefully prepare the urban upgrading project, build a civilized urban area, and build an "Ancient Capital - Heritage Urban Area".
After the conference, it is recommended that districts, cities, communes and towns proactively and actively develop plans to rearrange their administrative units; continue to affirm the spirit of strong and drastic innovation; set out scientific and prudent solutions, in accordance with the overall planning, development requirements and practical situation, ensuring the successful rearrangement of administrative units, creating momentum for the development of the province.
