Members of the Provincial Party Committee delegation attended the working session with Tieu Can District Party Committee.
Attending the meeting were comrades: Duong Thi Ngoc Tho, member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Council; Kim Ruong, member of the Provincial Party Standing Committee; Chairman of the Provincial Party Inspection Committee; leaders of provincial departments, branches and sectors; leaders of the District Party Committee, District People's Committee, departments, branches and sectors of Tieu Can district.
Tieu Can District Party Committee has 09 communes, 02 towns with 80 hamlets and quarters, a total population of over 108,900 people with 29,481 households. Tieu Can District Party Committee has 43 grassroots Party Committees and cells, 162 cells directly under the grassroots Party Committee with 4,314 Party members. The whole district has 43 agencies, units and affiliated localities. Regarding the number of Party Committee members, Standing Committee members of Party Committees, Inspection Committees of Party Committees for the 2020 - 2025 term: The District Party Committee Executive Committee currently has 38 comrades (33 comrades continue to be re-elected); The Standing Committee of the District Party Committee has 12 comrades (12 comrades continue to be re-elected); The Inspection Committee of the District Party Committee has 06 comrades (05 comrades continue to be re-elected). At the commune level, there are 164 Party Committee members, 54 members of the Standing Committee of the Party Committee, and 55 Inspection Committees of the Party Committee.

According to Project No. 17/DA-UBND, dated April 24, 2025 of the Provincial People's Committee on the arrangement of commune-level administrative units of Tra Vinh province in 2025, Tieu Can district has 04 commune-level administrative units corresponding to 04 established Party Committees including: Tieu Can Commune Party Committee, Tan Hoa Commune Party Committee, Hung Hoa Commune Party Committee, Tap Ngai Commune Party Committee. The orientation for arranging the Party Committees of 04 communes is 126 comrades, of which the Executive Committee has 84 comrades, the Standing Committee has 42 comrades. Of which, the proportion of young Party Committees is 10%, the proportion of female cadres is 15% or more; the proportion of Khmer ethnic cadres is 15%, especially for Tan Hoa commune from 03% - 05%; cadres in the field of science and technology account for 05% or more according to regulations. Regarding the organization of the commune-level apparatus and the conclusion of district-level activities, Tieu Can District Party Committee said that it has been implemented synchronously according to the direction of the Provincial Party Committee, ensuring the right progress and not affecting the regular activities of the locality.

Regarding the preparation of documents and organization of commune-level congresses, the Standing Committee of the District Party Committee has established a Steering Committee and assigned 4 communes: Tieu Can, Tan Hoa, Hung Hoa and Tap Ngai to be directly responsible. On May 6, 2025, the communes met and assigned the drafting of congress documents and agreed on the completion time before May 15, 2025 and approved by the District Steering Committee before May 20, 2025. In addition, according to the plan, the commune-level summary conference will be completed on May 14, 2025, and the district level is expected to be held at the end of May 2025.
Comrade Kim Ruong discussed the plan to arrange cadres in communes after the merger.
At the working session, members of the working delegation and Tieu Can district focused on discussing a number of contents revolving around the work of preparing personnel for the commune-level congress; the work of arranging cadres, developing plans to arrange inspection committee cadres in communes after the arrangement; the work of statistics, management of assets, finance, public land, continuing to review and resolve complaints, etc.
Speaking at the meeting, comrade Lam Minh Dang, Deputy Secretary of the Provincial Party Committee, highly appreciated the work of preparing personnel for the Party Congress at the commune level by the Standing Committee of the Tieu Can District Party Committee, especially the work of preparing personnel for the Party Congress at the commune level (with a personnel plan developed in accordance with regulations).
Comrade Lam Minh Dang, Deputy Secretary of the Provincial Party Committee, delivered a concluding speech at the meeting.
In the coming time, it is necessary to continue to seriously implement the guiding documents of the Central and Provincial Party Committees... to ensure proper implementation of the procedures and regulations related to the implementation of apparatus arrangement; focus on directing the summary of the 2020 - 2025 term at the commune and district levels; focus on directing the congresses of administrative units at the commune level (new) with 02 contents: political reports, contributing documents to the congresses at the higher level; focus on developing personnel plans for the Party Committee to ensure the proportion of women and ethnic groups; arrange cadres with scientific and technological qualifications; do not arrange higher positions for cadres who are disciplined in the new term; transfer 100% of cadres of district-level administrative units to new administrative units; focus on updating digital data of documents for storage; continue to review and count facilities to avoid waste; pay attention to full policies for cadres and civil servants who retire according to the regime...
