Accordingly, the Ministry requests that higher education institutions develop specific implementation plans in accordance with the goals, development orientation, training and research capacity to implement the above Project.
The Ministry requires institutions to review and innovate training programs in science , technology, engineering and mathematics (STEM) to meet program standards, practical requirements and access international standards; encourage the application of a convergent education model, focusing on practical capacity and interdisciplinary approach, especially postgraduate training programs in digital technology, artificial intelligence and biotechnology.
At the same time, innovate and diversify training organization methods for STEM majors, apply digital training, artificial intelligence and open education models linked with businesses and research institutes to form artificial intelligence systems and virtual spaces; strengthen the development of high-quality STEM training programs through cooperation with prestigious universities around the world , deploying training linkage models, especially at postgraduate levels.
Training institutions, based on their capacity and strengths in research and training, plan and organize enrollment and training programs for talented engineers and masters from 2025 to 2035.
In particular, the Ministry requires unifying the admission method for all training programs for talented engineers and masters; the admission method for doctoral training according to each field and group of fields; developing regulations for coordinating training organization; inviting good lecturers and experienced experts to guide and support learners; thoroughly applying modern training methods and advanced educational technology, suitable for talented students and trainees, enhancing practical experience.
The Ministry also requires schools to closely link training of high-quality human resources with attracting and employing people with PhD degrees in STEM fields working abroad; prioritize recruiting and sending lecturers to study for PhD degrees in STEM fields at prestigious universities around the world.
Training institutions prioritize assigning scientific research tasks in strategic technology fields to lecturers of training programs for talented engineers, masters, and graduate students in basic science and key engineering fields; have policies to encourage cooperation in training masters and doctors in STEM fields associated with scientific research and technology development between higher education institutions and enterprises according to the ordering mechanism based on output results. In addition, prioritize investment in upgrading laboratory systems; mobilize financial support and scholarships from enterprises, create conditions for learners to practice and intern at enterprises; build excellent training and research centers with the participation of large technology corporations, human resource enterprises and companies providing specialized technology training services at home and abroad.
Criteria for selecting training institutions to participate in the STEM talent training program
Along with the Project on training human resources to serve high-tech development, the Ministry of Education and Training has just issued Criteria for selecting training programs and training institutions to participate in the training program for talented engineers and masters in STEM fields, accompanied by Decision No. 2628/QD-BGDDT.
The selection principle aims to ensure competitiveness and feasibility when many training institutions set up projects to register to participate in the training programs for talented engineers and masters of the same training program, thereby selecting the most feasible projects. In addition, it ensures the ability to develop sustainably after the state budget is no longer supported, the ability to replicate the training model to other industries; creates the premise for the program to be ranked internationally in the corresponding fields; ensures a widespread impact on the entire higher education system, in line with the project to develop a system of excellent training centers and talents in technology 4.0, forming group leaders in the same industry, training industry group to be able to cooperate and support in training and research.
The selected facilities to host the training of talented engineers and masters in key STEM fields serving strategic technology areas are based on the following main criteria:
In the last 3 years of enrollment, each year the training program has recruited at least 10% of the total enrollment quota of the registered training program meeting the Input Standards of the Talent Training Program Standards issued by the Ministry of Education and Training.
Training institutions must develop and implement internal quality assurance processes, closely linked to training program output standards and course output standards; at the same time, have a quality assessment plan by reputable domestic or international assessment organizations to maintain and improve training quality continuously and sustainably after the first batch of students graduate.
There is a system of laboratories serving training and research for high-tech industries that meets at least 60% of the school's needs.
Have training experience and reputation, demonstrated through the following parameters: Have at least 5 PhD students or are studying training programs in the field or group of fields of the registered talent training program in the last 3 years; Priority is given to training institutions that have experience implementing high-quality, talented training programs and advanced programs in the registered fields.
The number of scientific publications (for articles, only articles published in prestigious scientific journals in the world in the list of scientific journals according to the Decision of the State Council of Professors), intellectual property and scientific and technological application works calculated on average per full-time lecturer must reach at least 0.6 works/lecturer in the last 3 years. There is at least 1 research group in the registered field.
Cooperate with at least 2 prestigious foreign universities (according to prestigious international rankings QS/THE/...) in building and organizing the implementation of registered talent training programs; cooperate with at least 2 businesses in building, updating, implementing training, internships and supporting employment for students.
Training institutions are committed to contributing or providing additional financial support to learners, teaching staff and facilities to better meet talent training programs.
Based on the evaluation of the Projects registered to implement talent training programs by training institutions, the Ministry of Education and Training organizes the selection of feasible and highly effective projects to decide on assigning the task of implementing the program.
