Acceptance of the Project on Diagramming the Inspection and Examination Process in the People's Procuracy

On November 5, 2025, in Hanoi, the Institute of Procuracy Science - Supreme People's Procuracy organized the acceptance of the grassroots project "Research, development and application of the Diagram of inspection, examination, citizen reception and complaint and denunciation settlement processes in the people's procuracy sector", chaired by the Inspectorate of the Supreme People's Procuracy.

Dr. Ton Thien Phuong, Director of the Institute of Procuracy Science - Supreme People's Procuracy, Chairman of the Council, chaired the Project acceptance meeting.

The project acceptance council consists of 7 members, chaired by Dr. Ton Thien Phuong, Director of the Supreme People's Procuracy's Institute of Procuracy Science.

Project: "Research on the development and application of a diagram of the inspection, examination, reception of citizens and settlement of complaints and denunciations in the People's Procuracy sector" led by Dr. Mai Thi Nam, Chief Inspector of the Supreme People's Procuracy, as Project Manager. The two Deputy Project Managers are Dr. Pham Vu Thang, Deputy Chief Inspector of the Supreme People's Procuracy, and Master Pham Viet Vuong, Chief Prosecutor of the People's Procuracy of Quang Ninh province. The project studies the system of People's Procuracies at all levels in the period from 2020 to May 2025. The objective of the project is to assess the current status of legal regulations and the People's Procuracy sector on the order and procedures for conducting inspections, examinations, reception of citizens, settlement of complaints and denunciations, and the implementation of these regulations; thereby, building a process of inspection, examination, reception of citizens and settlement of complaints and denunciations, and at the same time diagramming these processes for common implementation in the whole sector.

The project contributes to improving the quality of work, contributing to building a clean and strong People's Procuracy sector, meeting the requirements of judicial reform.

Dr. Mai Thi Nam has received comments from members of the Basic Acceptance Council to complete the project.

Dr. Ton Thien Phuong - Chairman of the Acceptance Council, reviewers and Council members gave comments on the Project, all comments highly appreciated the research work of the Management Board.

Specifically, according to the assessment of the Acceptance Council, the Project was completed on schedule; was scientifically, methodically, and elaborately constructed; the research content was convincing; the scope of the research was appropriate, closely following the current status of the inspection, examination, citizen reception, and complaint and denunciation settlement processes in the People's Procuracy sector. The research results of the Project are highly applicable and practical, urgent, contributing to improving the effectiveness of inspection, examination, and complaint and denunciation settlement under the authority of the Inspectorate.

For his part, Mr. Vu Tuan Anh, Deputy Director of the Department of Crime Statistics and Digital Transformation - Reviewer 2, spoke and highly appreciated the practical value of the Project. The Project is highly applicable, diagrammed, compared, systematized, and quantified in detail the process of inspection, examination, citizen reception, and settlement of complaints and denunciations in the People's Procuracy sector. The contribution of the Project is the shortening of implementation time, the ability to integrate and resolve petitions, quickly extract and synthesize scientific data, and warn of violations...

On behalf of the Project Management Board, Dr. Mai Thi Nam received comments from members of the grassroots acceptance council to complete the project. Dr. Mai Thi Nam emphasized that the project not only specifies the business process, enhances consistency and transparency, but also contributes to improving the management, direction and operation capacity in the inspection and examination activities of the Industry.

Dr. Mai Thi Nam affirmed that this is one of the pioneering projects applying information technology in inspection and examination activities, aiming to build a digital platform for management, supervision and monitoring of inspection and examination results, citizen reception, and complaint and denunciation settlement. The application of processes and diagrams helps civil servants assigned to perform tasks in an easy-to-understand, easy-to-access, and easy-to-implement manner.

The project also demonstrates the proactive and timely implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, thereby contributing to concretizing the Party's policy in promoting digital transformation in state agencies in general and in the People's Procuracy sector in particular.

Dr. Mai Thi Nam emphasized that the Project has applicability in the activities of the Inspectorate in particular and the entire Procuracy sector in general; creating data connectivity between business processes, forming a unified management system from central to local levels, practical, suitable to the practical conditions of each unit.

Inspection, examination, citizen reception and complaint and denunciation settlement are very important tasks, aiming to detect and handle violations of laws, rules and regulations of the People's Procuracy sector, while promoting positive factors, praising and replicating typical and advanced collectives and individuals.

At the same time, detect loopholes in management mechanisms, policies and laws to propose remedial and preventive measures; contribute to improving the effectiveness and efficiency of management activities and performing well the functions and tasks of the Industry.

Through inspection, examination, citizen reception and settlement of complaints and denunciations, the Inspectorate of the People's Procuracy at all levels will help the Chief Prosecutor of the People's Procuracy at their level to implement the Party's policies and guidelines, manage the implementation of State policies and laws; decisions and directives of the Chief Prosecutor of the Supreme People's Procuracy; and the observance of discipline by civil servants, public employees and workers in performing assigned tasks.
