Deploying food safety information system

On May 24, 2023, Comrade Nguyen Long Bien, Vice Chairman of the Provincial People's Committee signed and issued Document No. 2055/UBND-VXNV of the Chairman of the Provincial People's Committee to provincial departments, branches and sectors and People's Committees of districts and cities on the implementation of the food safety information system.

The document states that to establish, operate and publicize a food safety information system online to serve the requirements of state management of food safety in the province; at the same time, support businesses and people in implementing food safety regulations, help consumers identify and access information on product quality and origin, promote production, processing and trading of safe food products.

Accordingly, the Chairman of the Provincial People's Committee requests:

1. Departments, branches, sectors and People's Committees of districts and cities:

Based on the functions and tasks, seriously and fully implement the responsibility of food safety management under the management authority. Proactively and effectively implement food safety assurance work in the coming time; invest in infrastructure, equipment, database/software to establish and operate the food safety information system, ensuring synchronization, interconnection, and connection to the national database system; establish a food safety reporting system online, publicly for people to participate in monitoring, commenting, and reflecting on the state management of food safety of sectors and levels to ensure strictness, efficiency, and compliance with regulations.

Strengthen information and propaganda work on the food safety information system, mobilize food producers, processors, traders and the community to participate in updating information on food safety; continue to implement programs of coordination, advocacy and food safety monitoring.

Promote administrative reform and apply information technology to facilitate and minimize time and conditions for administrative procedures for enterprises and food production and trading establishments located in the province.

Prioritize resources for food safety assurance, including establishing a food safety information system in accordance with regulations.

2. Department of Information and Communications

Preside over and coordinate with relevant Departments, sectors and localities to establish a food safety information system to update basic information and data on food safety to ensure synchronization, interconnectivity and connection to the national database system.

Focal point for monitoring, supervising, and supporting Departments, sectors, and localities in operating the food safety information system; resolving issues arising during the implementation of the food safety information system in the province.

Advise the Provincial People's Committee to promulgate regulations on the use of the food safety information system; carry out procedures for opening accounts to exploit the food safety information system according to regulations; Report and propose solutions to implement the food safety information system in the whole province.

Coordinate with the Department of Health to urge and supervise the implementation of Departments and branches; report directly to the Chairman of the Provincial People's Committee.

Organize training and guidance for relevant departments, branches and localities in the implementation and operation process, update basic information and data on food safety.

3. Department of Health

Coordinate with the Department of Information and Communications and other departments, branches and localities to focus on organizing and operating the food safety information system, ensuring that people and businesses have tools to identify addresses and safe food products.

Deploy data updates on the food safety information system for food establishments under management authority; disseminate and popularize so that people and businesses can access basic information according to the content of Official Dispatch No. 2776/BYT-ATTP dated May 10, 2023 of the Ministry of Health .

Coordinate with relevant agencies and units to establish a public online food safety reporting system for people to participate in monitoring, commenting and reflecting on state management of food safety of sectors and levels to ensure strictness, efficiency and compliance with regulations.

Coordinate with relevant Departments and branches to continue advising on implementation.

Implement programs in coordination with relevant Associations and Organizations on advocacy

Food safety monitoring. Closely monitor food poisoning and foodborne diseases in the province.

Synthesize and report implementation results to the Provincial People's Committee and the Ministry of Health (Department of Food Safety) according to regulations.

4. Department of Agriculture and Rural Development

Coordinate with the Department of Information and Communications and related departments, branches and localities to focus on organizing and operating the food safety information system, ensuring that people and businesses have tools to identify addresses and safe food products.

Deploy data updates on the food safety information system for food establishments under management authority; at the same time, disseminate and popularize so that people and businesses can access basic information according to the content of Official Dispatch No. 2776/BYT-ATTP dated May 10, 2023 of the Ministry of Health.

In coordination with the Provincial Farmers' Association, the Provincial Women's Union mobilized members to participate in updating information on agricultural and food production in the community, promoting the development of clean food production, identifying risks and fighting against food production that does not ensure food safety.

Promote strong brands in the food safety industry, introduce, expand and strongly support safe food production, processing and trading models.

Periodically report implementation results to the Ministry of Agriculture and Rural Development as prescribed.

5. Department of Industry and Trade

Coordinate with the Department of Information and Communications and other departments, branches and localities to focus on organizing and operating the food safety information system, ensuring that people and businesses have tools to identify addresses and safe food products.

Deploy data updates on the food safety information system for food establishments under management authority; at the same time, disseminate and popularize so that people and businesses can access basic information according to the content of Official Dispatch No. 2776/BYT-ATTP dated May 10, 2023 of the Ministry of Health.

Coordinate with media agencies in the province to promote propaganda and warnings about the risks and consequences of drinking alcohol beyond the body's acceptable level, using unsafe alcohol of unknown origin, contributing to preventing the risk of poisoning from alcohol mixed with industrial alcohol.

Periodically report implementation results to the Ministry of Industry and Trade according to regulations.

6. Provincial Radio and Television Station, Ninh Thuan Newspaper

Strengthen the capacity and quality of radio and television programs on food safety; spend appropriate and suitable time to disseminate and propagate the food safety information system so that people and businesses can access basic information, and at the same time have tools to identify addresses and safe food products; integrate information of programs and columns on the food safety information system.

7. Propose the Provincial Vietnam Fatherland Front Committee, Provincial Farmers' Association, and socio-political organizations: Coordinate in implementing data updates on the food safety information system, especially mobilizing union members to actively participate in propaganda work and updating information on food safety on the system.

8. People's Committees of districts and cities

Direct relevant departments and offices to effectively implement food safety work in the management area in the coming time.

Proactively coordinate with relevant Departments and branches to update data on the food safety information system for food establishments under local management authority; at the same time, widely disseminate and disseminate information so that people and businesses in the area can access basic information according to the content of Official Dispatch No. 2776/BYT-ATTP dated May 10, 2023 of the Ministry of Health.

Periodically report implementation results to the Department of Health according to regulations.

Requesting relevant Departments, branches, sectors, People's Committees of districts and cities to base on the direction content in this document, organize effective implementation, report the results to the Provincial People's Committee through the Department of Health - the standing agency of the Provincial Interdisciplinary Steering Committee for Food Safety before October 30, 2023 to synthesize the report according to regulations./.
