(QNO) - This morning, January 8, Vice Chairman of the Provincial People's Committee Tran Anh Tuan chaired a working session with the Department of Labor, Invalids and Social Affairs and the Department of Finance on the implementation of Resolution No. 34/2023 dated December 8, 2023 of the Provincial People's Council regulating the subjects and levels of visiting and giving gifts on the occasion of Lunar New Year and War Invalids and Martyrs Day (July 27) every year in Quang Nam province.

According to Resolution No. 34, beneficiaries are people with meritorious services to the revolution, relatives of martyrs and representatives of families of people with meritorious services to the revolution; social protection beneficiaries; retired or deceased leaders of the province and above; other collectives and individuals.
Gifts are given in two forms: cash gifts and cash gifts to buy items to worship martyrs.

The principle of gift giving is that when a deceased person is eligible for a gift, a representative of a relative or a person who is worshiping the deceased will receive the gift on behalf of the deceased.
In the same group of recipients, a person will receive only one gift. In the case where a person belongs to two or more recipients from the provincial budget in the same group, he/she will receive only one gift of the highest value; if the gift is of the same value, he/she will receive only one gift.
In the same Lunar New Year and War Invalids and Martyrs Day (July 27) visit and give gifts, if a person is a high-ranking leader of the province or higher, has retired, passed away, has held many different positions and is at different levels of visit and gift giving from the provincial budget, then he/she will only receive one gift of the highest value; if the gift level is the same, then he/she will only receive one gift.
Cash gifts to buy items for worshiping martyrs: Worship gifts are only given to martyrs whose original records are managed by the Department of Labor, War Invalids and Social Affairs of Quang Nam province and whose families are holding the original certificate of merit from the Fatherland and are also responsible for worshiping the martyrs.
Annual implementation costs are covered from the provincial budget, expected to be about 158 billion VND/year.
At the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested the Department of Labor, Invalids and Social Affairs of Quang Nam province to urgently complete the list of subjects eligible for visits during the Lunar New Year after the Provincial Party Committee's Organizing Committee and the Provincial Party Committee's Office provided the list and visiting units. The Department of Labor, Invalids and Social Affairs and the Department of Finance coordinated to complete the visit plan and budget estimate, and submit it to the Provincial People's Committee for decision to promptly visit and encourage individuals and groups during the Tet holiday.
