Subsidies for people over 70 without pension from July 1

From July 1, the Law on Social Insurance (SI) 2024 takes effect, people over 70 years old without pension will receive monthly social pension benefits and funeral support upon death.

The Social Insurance Law 2024, effective from July 1, 2025, stipulates that people without pensions will receive social retirement benefits.

Specifically, based on Article 21, Clause 1 and Clause 2 of the Social Insurance Law 2024, Vietnamese citizens will be entitled to social pension benefits if they meet the following 3 conditions: people aged 75 or older; not receiving monthly pension or social insurance benefits; have a written request to receive social pension benefits.

The 2024 Social Insurance Law also stipulates that Vietnamese citizens from 70 to under 75 years old who are from poor households or near-poor households and meet two conditions (not receiving monthly pension or social insurance benefits; having a written request to receive social retirement benefits) are entitled to receive social retirement benefits.

Thus, according to the new Social Insurance Law, Vietnamese citizens aged 75 or older who do not have a pension or monthly social insurance allowance (except in other cases as prescribed by the Government ) or Vietnamese citizens aged 70 to under 75 who are from poor households or near-poor households and meet the prescribed conditions are entitled to social pension allowance guaranteed by the state budget.

Social pension benefits include the following benefits: Monthly social pension benefits; support for funeral expenses; and health insurance paid by the State budget.

The monthly social pension allowance level is determined by the Government in accordance with the socio -economic development conditions and the capacity of the state budget at each period. Every 3 years, the Government reviews and considers adjusting the social pension allowance level.

Depending on socio-economic conditions, the ability to balance the budget and mobilize social resources, the Provincial People's Committee shall submit to the People's Council of the same level a decision on additional support for social pension beneficiaries.

In the draft Decree of the Government detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social pension benefits, it is stipulated that from July 1, 2025, the beneficiaries of monthly social pension benefits will receive an amount of VND 500,000/month.

In case a person is eligible for social pension benefits and is also eligible for monthly social benefits, he/she will receive a higher benefit.

People who are receiving monthly social pension benefits have their health insurance paid for by the budget. When they die, the organization or individual in charge of the funeral will receive funeral cost support according to the law on the elderly.

Those who are receiving monthly social pension benefits when they die are entitled to funeral cost support of 10 million VND.

The Ministry of Home Affairs forecasts that when the revised Law on Social Insurance comes into effect from July 1, 2025, it is expected that about 1.2 million more elderly people without pensions or monthly social insurance benefits will receive monthly social pension benefits.
