The Ministry of Education and Training has just announced the conclusion of Deputy Minister of Education and Training Hoang Minh Son at the 2025 enrollment conference (held on March 29 in Hai Phong City).

In the announcement, the leaders of the Ministry of Education and Training requested that universities review their admission methods and combinations. If multiple admission methods and combinations are used for the same major, they must be explained to the management agency and society.

Specifically, the Ministry of Education and Training requires universities to review admission methods and combinations; ensuring that the use of these methods and combinations is scientifically based, practical, and effective.

Schools must be open and accountable to society and relevant management agencies regarding the scientific and practical basis when deciding to use multiple methods and combinations to select students for a training program, major or group of majors.

The Ministry of Education and Training also requires schools to proactively develop plans to convert equivalent admission scores for training programs, majors, and groups of majors using multiple admission methods.

When converting equivalent admission scores, schools will follow the unified instructions of the Ministry of Education and Training, in which it is necessary to consider the characteristics of each major and the learning results of admitted students in previous years.

The use of foreign language certificates in admission (converted into foreign language test scores and, or determining bonus points) must ensure fairness and distinguish candidates with different foreign language abilities.

The Department of Higher Education presides over and coordinates with functional units and places that organize separate exams (such as capacity assessment exams, thinking assessment exams, etc.) and a number of other universities to complete the framework rules for converting equivalent admission scores.

This framework will be the basis for universities to develop conversion rules for each major. The Ministry of Education and Training will soon issue instructions on converting equivalent admission scores after the high school graduation exam results are available.

The Ministry of Education and Training also encourages admission groups and exam organizers to develop common conversion rules and move towards developing common software to determine equivalent conversion rules for admission scores.
