School hides extra money for textbooks, parents take to Facebook to demand payment

In recent days, many parents whose children study at Xuan Mai A Primary School have accused the school of collecting more money for textbooks from students in grades 1, 2, and 3 (currently grades 2, 3, and 4) than they should have paid for more than a year before returning them.

On June 16, speaking with Thanh Nien , Ms. Ta Thi Nu Hoang (residing in Xuan Mai Town, Chuong My District, Hanoi ) said that Ms. Hoang's family has 2 children studying in grades 2 and 4. In April 2024, she registered to buy a set of student books for her 2 children for the 2024-2025 school year according to the list provided by the school.

In May 2024, the school began distributing books to students, but they were not in full according to the registered list. In September 2024, when the children were given additional books, Ms. Hoang discovered that some of the books being distributed were not in the original registered list.

Notably, when comparing, Ms. Hoang found that the price of the books distributed was lower than the price of the books in the previously registered list. And, there were many books in the registered list, the money had been paid for but the students did not receive them. Many parents in other grades also realized this abnormality like Ms. Hoang and reported it to the homeroom teacher but then did not receive a specific, clear answer.

According to Ms. Hoang's calculations, comparing the actual set of books received and the amount collected by the school, the difference in price for a set of 4th grade books is 67,500 VND, 3rd grade books is 80,000 VND, and 2nd grade books is 102,000 VND. The total difference could be up to tens of millions of VND. However, during the 2024-2025 school year, she and the parents did not receive any notice about this issue.

On May 23, 2025, at the year-end parent meeting, Ms. Hoang and the parents did not receive any notification or unified response on this issue, so she requested that it be written in the meeting minutes.

After the meeting, a parent posted the incident on Facebook, so on the morning of May 24, the homeroom teachers of many classes whose parents demanded money returned the excess textbook money paid since April 2024 to the parents by transferring the total excess money of the entire class to a representative parent.

"I received money from the teacher but did not receive any official notice. The school did not publicly announce the list of books that were returned, and did not consult parents to compare the accuracy of that list," Ms. Hoang continued.

Besides, the amount paid to the parents was not enough and not accurate (the difference in the 4th grade textbook set for her child was 67,500 VND but the refund received was 63,000 VND).

"The refund process was also not transparent and showed signs of concealing the matter. When parents asked, the teacher said the school said 'there is no longer a list'," she said.

Hope the matter is transparent so I can feel secure sending my child.

Ms. Hoang assessed that the incident made her lose faith in localeducation . The total number of students at Xuan Mai A Primary School in the 2024-2025 school year is more than 1,800, so she asked the question, is the school taking more than a year to return money to parents an act of intentional property appropriation?

"We want the matter to be made public and transparent so that parents can feel secure about the educational environment for their children at this school," Ms. Hoang continued.

Like Ms. Hoang, another case is Ms. V. (a parent of a 4th grader) who said that after discovering that the money had not been paid for a long time, on the evening of June 13, the homeroom teacher and the parent representative committee came to her house and asked her to sign a paper confirming that she had received the difference in money for buying a 5th grade textbook set of 63,000 VND.

Because the teacher did not give any reason why he returned 63,000 VND and not an amount more or less, I did not accept or sign. On the evening of June 15, the teacher transferred 67,000 VND back to me.

Regarding the above incident, Mr. Nguyen Huu Thin, Head of the Department of Education and Training of Chuong My District, said that the unit had grasped the information of the incident and requested the leaders of Xuan Mai A Primary School to review the process of collecting money and distributing textbooks to students to verify and clarify.

On June 16, when contacted by the reporter, Ms. Nguyen Thi Hien, Vice Principal of Xuan Mai A Primary School, refused to discuss, "making an appointment to work directly on another occasion".
