Through his participation in the 78th Session of the General Debate and other related activities, Prime Minister Pham Minh Chinh will convey Vietnam's strong message to the international community about a peace- loving Vietnam, a responsible member, participating more actively, proactively and effectively in the common work of the UN in addressing global challenges ” - that was emphasized by Ambassador Dang Hoang Giang, Head of the Vietnamese Delegation to the UN on the occasion of Prime Minister Pham Minh Chinh leading the Vietnamese delegation to attend the High-level Week of the 78th Session of the UN General Assembly from September 19-25.

Rebuilding trust and promoting global solidarity

According to Ambassador Dang Hoang Giang, the UN General Assembly High-Level Week, held every September in New York, USA, is the most important international event in international political life with the participation of many high-level leaders of member countries. This year's High-Level Week recorded a record number of High-Level Conferences with 9 Conferences and the participation of more than 150 heads of state and government. It can be said that the High-Level Week is the focus of multilateral diplomacy at the highest level and frequency of activities.

Notably, this year's General Assembly session takes place in a context where the world is increasingly fragmented and divided, geopolitical tensions are at their highest level in decades, and cooperation between countries is declining at a time when the world requires international unity and solidarity.

Meanwhile, the world economic outlook remains uncertain, with most countries gradually recovering from the pandemic while facing many issues that need to be addressed, such as inflation, poverty, inequality and unemployment. Extreme weather events under the impact of climate change, such as floods, droughts, natural disasters, crop failures, etc., are occurring more frequently, affecting the livelihoods and lives of people across continents. If a common solution is not found in time, the world's achievements after decades of efforts may be reversed.

Therefore, the President of the 78th Session of the UN General Assembly has identified the overarching theme of this Session as “ Rebuilding trust and promoting global solidarity: Strengthening action on the 2030 Agenda and the Sustainable Development Goals towards peace, prosperity, progress and sustainability for all”.

On the morning of September 18, Hanoi time, the plane carrying Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation landed in San Francisco to begin their trip to attend the United Nations General Assembly and work in the United States.

This year's high-level week is expected to be an opportunity for countries to reaffirm international solidarity and commitment to multilateralism with the UN at its core, while sharing ideas and experiences, shaping long-term visions and strategies, and seeking cooperative solutions to address common challenges such as preventing and ending war and conflict, promoting sustainable development, and responding to climate change.

The discussions and decisions of this high-level event have had a lasting and far-reaching impact on international relations, global cooperation and the promotion of common goals. This year's outcomes have laid an important foundation for world cooperation in the new period.

The public is particularly interested in the key events, the summits. The summit to assess the roadmap for the implementation of the Sustainable Development Goals (SDGs) will take place from September 18-19. The conference, chaired by the President of the 78th UN General Assembly, takes place in the context of the delay in completing the SDGs according to the 2030 Agenda. The conference is an opportunity for leaders of countries and international organizations to listen to reports on the implementation of the SDGs, as well as proposals to respond to a series of challenges and crises that the world is facing.

On September 20, the United Nations convened a High-Level Dialogue on Financing for Development. The dialogue was an opportunity for countries to review the implementation of the Addis Ababa Action Agenda, adopted in 2015 to provide a new global framework to mobilize finance for sustainable development by aligning all financial flows and policies with economic, social and environmental priorities.

On September 20, UN Secretary-General Guterres chaired the Climate Action Summit to urge the international community, governments, and the business community to accelerate efforts to achieve the ambitious goal in the fight against climate change of bringing net emissions to zero by 2050 and limiting global warming to no more than 1.5 degrees Celsius. The conference is a politically significant milestone to demonstrate the collective will to accelerate the speed and scale of the just transition to a renewable energy-based, climate-resilient economy.

In addition, the 78th UN General Assembly High-Level Week also includes a series of other important events such as the High-Level Health Session, the Future Summit, etc.

Vietnam: Actively, proactively and effectively participating in handling global challenges

Prime Minister Pham Minh Chinh leading the Vietnamese delegation to attend the High-Level Week of the 78th UN General Assembly, delivering a speech before the entire General Assembly and a number of important high-level multilateral conferences, along with many other activities, exchanges and contacts, is of special significance.

Through his participation in the 78th Session of the High-Level General Debate and other related activities, Prime Minister Pham Minh Chinh will convey Vietnam's strong message to the international community about a peace-loving Vietnam, a responsible member, and a more active, proactive and effective participant in the common work of the UN in addressing global challenges.

It is worth mentioning that before that, Vietnam had successfully completed its term as Vice President of the UN General Assembly (September 2022-September 2023). This was demonstrated by its extensive participation in the discussion process to promote the General Assembly to adopt an agenda covering all aspects of international life, and its full participation in the process of proposing and planning important decisions of the world. During the last term, Vietnam, together with a number of countries, proposed initiatives and solutions on many major issues of the UN such as promoting international law, oceans and the law of the sea, water security, responsibility to protect and prevent crimes against humanity, equal access to justice, preparation for the High-level Conference on disease prevention, universal health coverage, tuberculosis, reform of the UN General Assembly, the UN Secretary-General's report on the organization's activities, the report of the International Court of Justice (ICJ), the report of the International Criminal Court (ICC), etc.

Notably, Vietnam chaired the UN General Assembly to discuss and pass a resolution requesting the ICJ to provide advisory opinions on climate change, resolutions on organizing a High-level Meeting on pandemic preparedness and response, universal health coverage, tuberculosis, promoting discussion content at the UN Conference on Water, etc.

In addition, Vietnam has also supported the President of the General Assembly in smoothly and effectively running the common work of the UN, including major high-level events and important sessions of the General Assembly, as well as in coordinating and leading the discussion and negotiation process to build documents and processes that provide long-term strategic orientation for the UN in the following years. Vietnam is the country trusted by the President of the 77th Session of the UN General Assembly, and assigned to chair and run many meetings of the General Assembly.

Also on the occasion of Prime Minister Pham Minh Chinh's attendance at the High-level General Debate of the 78th Session of the UN General Assembly, Ms. Rana Flowers, Acting UN Resident Coordinator in Vietnam, in her speech to the press, highly appreciated Vietnam's status as a dynamic, developing and valuable member state at the UN over the past 45 years.

According to the UN Resident Coordinator in Viet Nam, Viet Nam has demonstrated itself to be an increasingly active member of the international community, including its contributions to UN peacekeeping operations and the UN Security Council’s Women, Peace and Security Agenda. Viet Nam deserves to be applauded for its steadfast commitment to the 2030 Agenda for Sustainable Development, as well as its goal of achieving net zero emissions by 2050, thereby promoting the country’s development in an inclusive and sustainable manner. Ms. Rana Flowers emphasized that as the 15th most populous country in the world and one of the fastest growing and most integrated emerging economies, Viet Nam has both the position, power and obligation to contribute and influence in the international arena.
