According to Article 10, Clause 5 of Decree 102/2025/ND-CP, medical data related to disease prevention, medical examination, treatment, health care activities and other information will be used to implement electronic health books.

Specifically, legal medical facilities in Vietnam are responsible for:

- Connect and share medical data with electronic health books, creating connectivity between medical facilities and the electronic health book system integrated on the national identification application.

- Vietnamese citizens or foreigners who have been granted an electronic identification account can use an electronic health book to replace related documents throughout the process of disease prevention, medical examination and treatment, and health care.

Article 10 of Decree 102/2025/ND-CP also stipulates the subjects exploiting and using medical data including:

- Party and State agencies, the Vietnam Fatherland Front Committee and political and social organizations have the right to exploit medical data in accordance with the functions and tasks of those agencies and organizations.

- Organizations and individuals not belonging to the above-mentioned agencies and organizations have the right to: Exploit and use open medical data without the consent of individuals; Exploit and use personal data with the consent of the management unit and the individual who is the data subject; Exploit and use other data with the consent of the management unit and the relevant individual.

Regarding medical databases and electronic health books, Clause 2, Clause 3, Article 3 of Decree 102/2025/ND-CP explains: Medical databases are collections of medical data arranged and organized for access, exploitation, sharing, management and updating. Electronic health books are information technology applications or software to update, display, look up, and store information summarizing the process of disease prevention, medical examination, treatment and health care of individuals.
