Strategic autonomy - A new shift in thinking

The draft document to be submitted to the 14th National Party Congress is receiving enthusiastic and serious comments from cadres, party members and people nationwide. Among many comments, most opinions expressed agreement and consensus with the phrase "strategic autonomy" included in the draft document.

In the afternoon discussion session on November 4, the 10th session of the 15th National Assembly, contributing comments to the draft documents to be submitted to the 14th National Party Congress, National Assembly delegates highly appreciated the draft Political Report for clearly demonstrating the vision, strategic thinking and spirit of innovation. Some opinions said that this is most clearly demonstrated when the phrase "strategic autonomy" is included in the draft document.

"This is a highlight with profound theoretical and practical significance, reflecting a new development in the Party's leadership thinking in the context of a rapidly changing, complex and unpredictable world . I think that strategic autonomy shifts from independence and self-reliance to the ability to shape our future. A country with strategic autonomy is a country that is deeply integrated but not dominated, cooperates widely but maintains its core orientation and interests," said Mr. Le Hoang Anh (National Assembly Delegate of Gia Lai province).

Agreeing with this view, some researchers also believe that the shift from "independent, autonomous" thinking to "strategic autonomy" affirms vision and initiative in all situations.

Commenting on "Strategic autonomy", some opinions contributing to the document said that it is not only a matter of will but also of actual capacity. Only when we have the capacity to be autonomous in all aspects, can we truly be strategically autonomous.

"National autonomy demonstrates the comprehensive potential of a country in terms of economy, politics, culture, society, national defense and security. Summarizing 40 years of renovation, we see very clearly, increasingly clearly the characteristics of socialism, the path to socialism, that is thanks to our independent political line. Strategic autonomy here is first of all the planning capacity, from which we can manage and master that line to lead to victory", Lieutenant General, Associate Professor, Dr. Phan Xuan Tuy (Director of the People's Public Security Political Academy) affirmed.

Commenting on the document's content, some opinions said that it is necessary to clarify the content of strategic autonomy in order to have appropriate implementation solutions.

"I propose that in order to be self-reliant, we must have a transparent mechanism and stronger institutional reforms to pave the way; prioritize the field of training high-quality human resources, have a basis for self-reliant, have a chain of links and close cooperation between the state, scientists, businesses and people, those who dare to innovate, dare to contribute their efforts and intelligence, must be synchronized like that then our country will take off", Mr. Ha Sy Dong (National Assembly Delegate of Quang Tri province) commented.

"Strategic autonomy" demonstrates the nation's vision, mettle and aspiration to rise up. Including this content in the 14th National Congress Document is a strong affirmation of the country's position and endogenous strength, the foundation for Vietnam to enter a new era of development, firmly, confidently and sustainably.
