From humane principles

The targets for sponsoring orphaned students and establishing a scholarship fund, set by the First Congress of the Hiep Duc Commune Party Committee (2025-2030 term), have been largely completed. This demonstrates the decisive leadership and involvement of the local political system in caring for and developing education and nurturing future generations.

Supporting orphaned students

Phan Tô Ngọc Ly, a 9th-grade student at Lý Thường Kiệt Secondary School, is one of 56 orphaned students in Hiệp Đức commune who will receive sponsorship until the end of high school. Ly's family faces extreme hardship as her father passed away prematurely due to a serious illness, leaving her mother to single-handedly raise the two siblings. Over the years, Ly's filial piety and diligent studies have motivated her mother to overcome these obstacles.

Understanding this situation, Mr. Le Quang Quynh, Secretary of the Party Committee of Hiep Duc commune, decided to personally sponsor and support the student with 300,000 VND per month for the remaining four years of schooling.

During his recent visit and sponsorship, Mr. Quynh not only gave gifts but also wholeheartedly encouraged Ly, hoping she would continue to strive and become a useful person in the future, helping her family and contributing to the development of her hometown. This is a practical action that further deepens the gratitude that the commune's humane program and policies are aiming for.

Also as part of the program, at the home of Pham Van Thien, a first-grade student at Le Hong Phong Primary and Secondary School, Mr. Nguyen Phuoc Nien, Vice Chairman of the People's Committee of Hiep Duc commune, visited and presented sponsorship funds on behalf of the commune's leadership.

Thien is the middle child in a family of three siblings, facing particularly difficult circumstances: his father passed away early, his mother is disabled, and there are elderly and frail family members in the household. He has been sponsored by the leadership of Hiep Duc Commune People's Committee with a monthly allowance of 300,000 VND for 12 years of schooling, with a total estimated cost of 43.2 million VND.

Thankfully, all three Thien brothers have now been sponsored by various agencies and organizations. This timely attention and support is not only a source of material resources but also a source of spiritual motivation, helping them overcome difficulties, confidently continue their education, and nurture their dreams of learning.

In implementing the Resolution of the First Party Congress of Hiep Duc Commune (2025-2030 term), in recent times, organizations, units, businesses, philanthropists, and individuals inside and outside the locality have actively responded, demonstrating a profound spirit of compassion and community responsibility. To date, 56 orphaned students in Hiep Duc commune (orphaned of either parent or both parents) have received long-term sponsorship, helping them to have stable conditions for studying and striving in life. The total estimated sponsorship cost is over 1.7 billion VND.

Efforts to raise funds for the Scholarship and Talent Promotion Fund.

The first Party Congress of Hiep Duc Commune set forth 22 important targets for the 2025-2030 term. Notably, just four months after the congress, two key targets – providing monthly sponsorship for all orphaned students and establishing a commune-level scholarship and talent promotion fund (approximately 1 billion VND) – have been largely achieved.

This achievement is thanks to the decisive leadership of the commune's Party Committee, especially the pioneering role of the commune's leaders in connecting and mobilizing businesses and expatriates to join hands in implementing this humane policy.

Typically, according to Party Secretary Le Quang Quynh, among the 56 orphaned students who received sponsorship, Mr. Ho Hoang Bao Vinh, Vice Chairman of the Da Nang Hometown Association in Ho Chi Minh City and Director of ADG Asia Joint Stock Company, has sponsored 10 students in the commune. The company has committed to supporting the students from October 2025 until the end of high school, with 700,000 VND per student per month. The total sponsorship cost is estimated at 966 million VND.

Thanks to effective fundraising efforts, the Hiep Duc commune's scholarship and talent promotion fund has so far raised over 410 million VND. Along with 300 million VND transferred from the former Hiep Duc district's scholarship promotion association, the fund has achieved over 71% of the total target set by the Resolution of the First Congress of the Hiep Duc Commune Party Committee (2025-2030 term).

According to Mr. Quynh, thanks to the highly humane policy aimed at caring for the development of education and the nurturing of future generations, the commune has received positive responses from individuals, agencies, units, and businesses both within and outside the locality.

Quynh expressed: “In order for the program “Connecting Love - Helping Children Go to School” to spread further and wider, contributing to the effective implementation of social welfare work and building Hiep Duc commune into an increasingly prosperous, beautiful, and compassionate community, the locality hopes to continue receiving the attention, support, and assistance of esteemed agencies, organizations, businesses, and individuals in the future.”
