
Supporting orphaned students
Phan To Ngoc Ly, grade 9, Ly Thuong Kiet Secondary School is one of 56 orphans in Hiep Duc commune who has been sponsored until the end of high school. Ly's family had a very difficult time when her father passed away early due to a serious illness, leaving her mother to raise her two children alone. Over the years, Ly's filial piety and efforts to study have motivated her mother to overcome obstacles.
Understanding this situation, Mr. Le Quang Quynh, Secretary of the Party Committee of Hiep Duc commune, decided to directly sponsor the child, supporting him with 300,000 VND per month for the remaining 4 years of school.
During the recent visit and sponsorship fund, Mr. Quynh not only gave gifts but also encouraged Ly; hoping that she would continue to strive, become a useful person in the future, help her family and contribute to the development of her hometown. This is a practical action, deepening the gratitude that the humane program and policy of the commune is aiming for.

Also within the framework of the program, at the family of Pham Van Thien, a first grade student at Le Hong Phong Primary and Secondary School, Mr. Nguyen Phuoc Nien, Vice Chairman of Hiep Duc Commune People's Committee, on behalf of the commune leaders, visited and presented sponsorship funds.
Thien is the middle child in a family of three children, with especially difficult circumstances: his father died early, his mother is disabled, and there are elderly people in the family. He was sponsored by the leadership of Hiep Duc Commune People's Committee with a monthly stipend of 300,000 VND for 12 years of study, with a total estimated cost of 43.2 million VND.
The good news is that up to now, all three Thien brothers have been sponsored by agencies and units. This timely care and support is not only a material resource but also a spiritual motivation, helping them overcome difficulties, confidently go to school and nurture their dream of studying.
Implementing the Resolution of the 1st Congress of the Party Committee of Hiep Duc Commune (term 2025 - 2030), in recent times, organizations, units, businesses, philanthropists and individuals inside and outside the locality have actively responded, demonstrating a spirit of humanity and deep community responsibility. Up to now, the whole Hiep Duc commune has had 56 orphaned students (orphaned by one parent or both parents) receiving long-term sponsorship, helping them have stable conditions to study and improve in life. The total sponsorship budget is estimated at more than 1.7 billion VND.
Efforts to mobilize the Scholarship and Talent Promotion Fund
The first Congress of the Hiep Duc Commune Party Committee set out 22 important targets for the 2025 - 2030 term. Notably, after only 4 months of the congress, two key targets on monthly sponsorship of all orphaned students and the establishment of the Commune Scholarship Fund (about 1 billion VND) were basically completed.

This result was achieved thanks to the strong leadership of the Commune Party Committee, especially the pioneering role of the commune leaders in connecting and mobilizing businesses and fellow countrymen living far from home to join hands in implementing this humane policy.
Typically, according to Party Secretary Le Quang Quynh, among the 56 orphaned students who were sponsored, Mr. Ho Hoang Bao Vinh, Vice Chairman of the Danang Association in Ho Chi Minh City and Director of ADG Joint Stock Company, has sponsored 10 students in the commune. The enterprise committed to supporting the children from October 2025 until the end of high school, 700,000 VND/child per month. The total sponsorship cost is estimated at 966 million VND.
Thanks to effective mobilization efforts, the Hiep Duc Commune Scholarship Fund has mobilized more than 410 million VND to date. Together with 300 million VND transferred from the Hiep Duc District Scholarship Association (old), the fund has achieved more than 71% of the total target set by the Resolution of the 1st Congress of the Hiep Duc Commune Party Committee (term 2025 - 2030).

According to Mr. Quynh, thanks to the very humane policy of taking care of education development and human resource development, the commune has received positive responses from individuals, agencies, units and businesses inside and outside the locality.
Quynh expressed: "In order for the program "Connecting love - Helping children go to school" to spread more and more widely, contributing to the good implementation of social security work and building Hiep Duc commune to be more and more beautiful and humane, the locality hopes to continue to receive the attention, support and help of agencies, organizations, businesses and individuals in the coming time".
