Clear thinking, high determination, decisive action

(QBĐT) - That is one of the lessons learned at the online conference summarizing the investment and construction work of the 500kV line 3 Quang Trach-Pho Noi projects organized by the Government on the morning of December 8.

Comrade Pham Minh Chinh, member of the Politburo , Prime Minister and Comrade Bui Thanh Son, member of the Party Central Committee, Deputy Prime Minister, Minister of Foreign Affairs chaired the conference. Attending at the Quang Binh bridge were comrade Le Ngoc Quang, member of the Party Central Committee, Secretary of the Provincial Party Committee; comrades: Pham Thi Han, member of the Provincial Party Standing Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee; Phan Phong Phu, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of departments, branches and sectors.

After 6 months of construction, with the determination of the Government, the participation of ministries, branches and enterprises, in August 2024, the 500kV transmission line project, circuit 3, Quang Trach - Pho Noi was completed and energized. The conference aimed to analyze, evaluate and summarize the project implementation process, including advantages, difficulties, obstacles, and solutions; listen to and accept the direction of the Government, ministries and branches so that Vietnam Electricity Group (EVN) can better implement projects in the coming time.

The 500kV line 3, Quang Trach - Pho Noi, is 519km long, starting at Quang Trach Power Center (Quang Binh), ending at Pho Noi 500kV Transformer Station (Hung Yen), making an important contribution to socio-economic development (KT-XH), national defense and security (QP-AN). The total investment capital is over 22,300 billion VND (nearly 1 billion USD).

The 2.98km section through Quang Binh, although short, plays a key role in connecting with the 500kV Quang Trach-Doc Soi line. The project passes through an area with complex terrain, harsh weather, and difficult construction; the task of site clearance (GPMB) must be ensured to keep up with progress.

Identifying the 500kV Line 3 Quang Trach - Pho Noi project as a national key project, urgent in nature, with an important role and position and a great impact on socio-economic development, ensuring national defense and security of the country and the province, the entire political system from the province to the district and commune levels has taken drastic and urgent direction to implement the conversion of forest use purposes; compensation, site clearance. The entire route has 37 households and 2 organizations affected. During the project implementation, Quang Binh Electricity Company sent 35 support staff, the Provincial Youth Union established 4 volunteer youth teams with 50 youth union members to mobilize people to relocate assets, clear trees, support construction, and ensure traffic safety.

As a result, Quang Binh handed over 100% of the column foundations before February 1 and completed the handover of the route corridor before April 1, 2024, exceeding the schedule assigned by the Prime Minister. The Provincial People's Committee directed relevant departments to coordinate in organizing the inauguration ceremony on August 29, practically celebrating the 79th anniversary of the August Revolution and National Day September 2 under the direction of the Prime Minister.

At the conference, delegates analyzed the outstanding results, difficulties, obstacles, and solutions. Especially the lessons learned in leadership, direction, management, the participation of Party committees and authorities at all levels, the consensus of the people, communication work, the role of trade unions, etc.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the sense of responsibility of the cadres, engineers, and workers participating in the project and the positive results achieved. He also thanked the Party Committee, the government, the entire political system, the people, EVN, the armed forces, mass organizations, press agencies, businesses, etc. for their unanimous implementation of the project.

Emphasizing the role and significance of the project and affirming important lessons in project implementation, the Prime Minister noted that the lesson in direction and management is "Ideology must be clear, determination must be high, and action must be drastic"... He also raised a number of specific tasks requiring EVN and ministries, branches, and localities to continue to coordinate in the coming time.
