To ensure that in 2026, the military recruitment meets the target assigned by the Prime Minister (the target for the whole province is 4,419 citizens, of which 3,450 citizens are recruited for military service and 969 citizens are recruited for police service) and is correct and meets the standards prescribed by the Ministry of National Defense , the Provincial Military Command (CHQS) proactively advised the Provincial People's Committee to establish a new Provincial Military Service Council and the Standing Office of the Provincial Military Service Council; after being established, the Provincial Military Service Council will develop operating regulations clearly defining the authority, functions, and tasks of each agency and individual and assign each council member to be in charge of inspecting the work of selecting and calling citizens to join the army of the Commune and Ward Military Service Councils. The Provincial Military Service Council will issue and fully implement plans, directive documents and develop resolutions to lead the work of selecting and calling citizens to join the army; perform the obligation to join the People's Public Security in 2026.

Besides, the work of selecting and calling citizens to join the army always receives attention from the leadership and direction of local Party committees and authorities at all levels.

The Provincial Military Command proactively advises and proposes policies and solutions for the Provincial Military Service Council to direct the Military Service Councils of communes and wards to carry out steps to select and call citizens to join the army and perform their obligations to join the People's Public Security Forces in accordance with the 2015 Law on Military Service, amended and supplemented by a number of articles in Law No. 98/2025/QH15, and directive documents of all levels.

The Military Service Council of the commune and ward shall carry out the correct order of the stages and steps of military recruitment according to Instruction No. 978/HD-HD dated August 22, 2025 of the Provincial Military Service Council; consider exemptions, postponements of military service, military service recruitment, and obligations to join the People's Public Security in accordance with regulations, creating high consensus among families and citizens of military age.

Awareness and responsibility of families and citizens of military age are raised for the cause of building and defending the Fatherland.

However, in the process of implementing the steps of selecting and calling citizens to join the army; performing the obligation to join the people's police, localities still encounter some difficulties, which are: Initially implementing the work of selecting and calling citizens to join the army; performing the obligation to join the people's police when implementing the 2-level local government is still difficult, especially the Military Service Council of communes and wards. A few communes and wards thoroughly grasp the instructions, guidelines, as well as propaganda on the work of selecting and calling citizens to join the army are not deep and not regular.

Most citizens of military age are the main labor force in their families who work far away, making it difficult to register and manage resources. The policies for active and retired soldiers have been improved, but are still low compared to the general income of society.

Task orientation needs to focus

In the coming time, the Provincial Military Command will continue to advise the Provincial Party Committee, the Provincial People's Committee, and the Provincial Military Service Council to lead and direct the implementation of all stages and steps of selecting and calling citizens to join the army; and perform the obligation to join the People's Public Security, specifically as follows:

1. Strengthen the propaganda and education of the Law on Military Service among the people, especially citizens of military service age. Recognizing the importance of propaganda work, local Party committees and authorities, and Military Service Councils from the province to the commune and ward levels always pay attention to leading and directing propaganda and education for the people to firmly grasp the viewpoints, guidelines and policies of the Party and State on building all-people national defense and people's war to protect the Fatherland in the new situation, thereby raising awareness of citizens of military service age to voluntarily implement the Law on Military Service, considering this an honor and pride of youth, as well as an obligation and responsibility of all citizens for the cause of building and protecting the Fatherland.

On the other hand, to improve the effectiveness of propaganda and education on the Law on Military Service, it is necessary to combine regular propaganda and education with focused and key propaganda and education, especially before and during each stage of selecting and calling citizens to join the army; and performing the obligation to join the people's police.

In propaganda and education work, flexibly apply many appropriate methods such as: Propaganda on mass media, combining visual propaganda with slogans, billboards, posters, members of the Military Service Council of communes and wards directly meet families and citizens of military service age to encourage and propagate. Promote the role and responsibility of socio-political organizations: women's association, veterans' association, farmers' association, Fatherland Front, etc. to create the combined strength of the entire political system to participate in propaganda work, so that by 2026 there will be no "3-anti citizens" (not complying with the order to undergo a health check, the order to join the army, or committing fraud during the health check to be exempted or postponed).

2. The Military Service Council of the commune and ward organizes the registration and management of citizens of military age, not leaving out or leaving out the management list. The regional health examination council is strengthened, fully equipped with sufficient numbers, arranged with a team of qualified and experienced doctors and nurses to participate in the examination, fully supplemented with medical equipment for examination, strict examination, accurate conclusions, minimizing the compensation rate after military service.

3. The review and discussion work is strict, ensuring fairness, democracy and publicity; considering temporary deferment, recruiting military service, recruiting militia forces in accordance with the law so that there are no complaints or denunciations in the selection and calling of citizens to join the army; performing the obligation to join the people's police. Prioritizing the selection of citizens who have graduated from university or college but do not have stable jobs to improve the quality of building the regular force, the reserve force, contributing to creating a source of grassroots cadres in the locality in the future.

4. To prevent negativity and harassment in the work of selecting and calling citizens to join the army; performing the obligation to join the people's police, the Provincial Military Command advises the Provincial People's Committee and the Provincial Military Service Council to organize monitoring and inspection of the process of selecting and calling citizens to join the army by the Military Service Councils of communes and wards, and through inspection, promptly correct the shortcomings and limitations of the localities.

Local Party committees and authorities at all levels always pay attention to leading and directing the strict handling of citizens who violate the Law on Military Service according to Decree No. 37/2022/ND-CP dated June 6, 2022 of the Government; Decree No. 218/2025/ND-CP dated August 5, 2025 of the Government; Article 332 of the 2015 Penal Code to demonstrate the educational and deterrent nature of the law, creating fairness in selecting and calling citizens to join the army; performing the obligation to join the People's Public Security in 2026.

5. After the provincial military assignment, the commune organizes a summary of the experience in selecting and calling citizens to join the army; performing the obligation to join the people's police to evaluate the advantages and limitations, propose directions for selecting and calling citizens to join the army, performing the obligation to join the people's police in 2027 and the following years.

Timely commend and reward collectives, individuals; families and citizens who volunteer to join the army with outstanding achievements in the work of selecting and calling citizens to join the army; performing the obligation to join the people's police, at the same time strictly handling cases of violations of the Law on Military Service, publicly announcing to educate, deter, create consensus among the people, prevent and combat all negative manifestations in the work of selecting and calling citizens to join the army; performing the obligation to join the people's police.
