II. CONDITIONS AND CRITERIA FOR REGISTRATION
1. Conditions for applicants:
1.1. Satisfy all conditions as prescribed in Clause 1, Article 22 of the Law on Civil Servants, specifically as follows:
- Have Vietnamese nationality and reside in Vietnam.
- 18 years of age or older.
- Have application form.
- Have clear background.
- Have a diploma, training certificate, practice certificate or have aptitude and skills suitable for the job position.
- Physically fit to perform the job or duties.
- Meet other conditions as required by the job position as determined by the public service unit but must not be contrary to the provisions of law.
1.2. The following persons are not allowed to register for civil servant recruitment according to the provisions of Clause 2, Article 22 of the Law on Civil Servants:
- Loss of civil capacity or limited civil capacity.
- Being prosecuted for criminal liability; serving a criminal sentence or decision of the Court; being subject to administrative measures such as being sent to a compulsory drug rehabilitation facility, compulsory education facility, or reformatory school.
2. Number, position and standards of training and development of candidates:
Details in the attached Appendix.
III. APPLICATION FORM
1. Application form
- Applicants for civil servant recruitment shall submit directly or send by post the Application Form according to Form No. 01 issued with Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 on recruitment, use and management of civil servants, photocopies of (1) graduation diplomas with academic results (intermediate, college, university, master's, doctorate), certificates as required by the job position, certificates of priority (if any) and 3 stamped envelopes clearly stating full name, address, contact phone number; all in 1 envelope.
- Candidates for civil service recruitment must fully declare the required contents in the Recruitment Registration Form up to the time of submission and be responsible for the accuracy of the declared contents in the form (note not to erase or correct the information); in case of incorrect declaration of information or falsification of diplomas, certificates, or documents of priority subjects, they will be handled according to the provisions of law. The Recruitment Registration Form can be handwritten or typed.
If an individual needs to change, adjust, or supplement information on the Application Form, they must promptly contact the department that submitted the Form for instructions on the procedure for adjusting or replacing the Application Form according to regulations (within the prescribed time limit). 2. Recruitment fee: Pursuant to the provisions of Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Minister of Finance stipulating the collection rate, collection, payment, and management of recruitment fees, and examination fees for promotion and rank promotion of civil servants and public employees, the Ministry of Culture, Sports and Tourism will notify the collection rate and method of payment of recruitment fees when announcing the list of eligible candidates. Candidates must pay the full recruitment fee within the announced time limit to be eligible to participate in the exam.
In case a candidate registers but does not participate in the exam, the Ministry of Culture, Sports and Tourism will not return the application documents and recruitment fees.
IV. RECRUITMENT FORM AND CONTENT
1. Recruitment form: Exam.
2. Exam content: Conducted in 2 rounds as follows:
a) Round 1: General knowledge test in the form of multiple choice on computer. The test consists of 02 parts, specifically as follows:
- Part I: General knowledge, 60 questions on understanding civil servant law, Party policies and guidelines, policies and laws on recruitment sectors and fields. Exam time 60 minutes.
- Part II: Foreign language, 30 questions as required by the job position in one of five languages: English, Russian, French, German, Chinese or choose 01 other foreign language as required by the job position. Exam time: 30 minutes (For job positions that do not require foreign languages in the training and education standards, Part II exam is not required).
In case of organizing a foreign language exam, it is not necessary to submit a foreign language certificate; if the result is passed, it is considered to meet the foreign language standards.
Exemption from foreign language test for the following cases:
+ Have a degree in foreign language (English, Russian, French, German, Chinese or other foreign languages as required by the job position) at the same level of training or at a higher level of training than the professional and technical training level as required by the job position applied for.
+ Have a diploma of the same training level or at a higher training level than the professional training level required for the job position, study abroad or study in a foreign language (English, Russian, French, German, Chinese or other foreign languages required for the job position) in Vietnam, recognized by a competent authority or automatically recognized according to the provisions of law.
+ Have a professional diploma with output standards in foreign languages as prescribed with value equivalent to or higher than the foreign language standards required for the job position applied for.
+ Have a certificate of ethnic minority language applying for a job position directly related to ethnic minorities or a job position working in an ethnic minority area; be an ethnic minority applying for a job position directly related to ethnic minorities or a job position working in an ethnic minority area.
- The results of the first round are determined by the number of correct answers for each part of the exam (Part I and Part II); if the candidate answers 50% or more of the questions correctly for each part, he/she will be allowed to continue to the second round.
b) Round 2: Exam in specialized professional subjects
- Exam format:
+ Practical exam: Applicable to job positions in higher education, vocational education, fine arts, performing arts and cinema.
+ Written test (Essay form): Applicable to job positions in the remaining majors.
- Exam content: Test knowledge and professional skills of candidates according to the requirements of the job position to be recruited.
- Exam time:
+ Practical exam: expected 30 - 60 minutes. (The Chairman of the Recruitment Council will decide based on the nature and characteristics of the job position to be recruited).
+ Written test: 180 minutes (not including time to copy questions).
- Score (practice, writing): 100 points.
V. PRIORITY POINTS AND DETERMINATION OF SUCCESSFUL PEOPLE
1. Priority in recruiting civil servants
1.1. Subjects and priority points in the entrance exam:
a) Armed Forces Heroes, Labor Heroes, war invalids, people enjoying policies like war invalids, war invalids of type B: 7.5 points will be added to the results of round 2;
b) Ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed careers, graduates of reserve officer training, graduates of training for commanders of commune-level military commands of grassroots military branches who have been awarded the rank of reserve officer and have registered for the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of type B wounded soldiers, biological children of resistance fighters infected with toxic chemicals, children of Heroes of the Armed Forces, children of Heroes of Labor: 5 points will be added to the results of round 2;
c) People who have completed military service, public security service, or youth volunteer team members: 2.5 points will be added to the round 2 score;
d) Trade union officials who grew up at the grassroots level and in the workers' movement: 1.5 points will be added to the results of round 2.
1.2. In case a candidate belongs to many priority categories specified in point 1.1, clause 1, section V of this Notice, only the highest priority point will be added to the round 2 score results.
2. Determine the winners of the civil service exam
a) Candidates passing the civil service exam must meet the following conditions:
- Have a score of 50 points or higher in round 2.
- The second round score plus priority points (if any) are higher, taken in descending order of score in the recruitment quota of the job position.
b) In case there are 02 or more people with the same total score of round 2 plus priority points (if any) in the final quota of the job position to be recruited, the successful person will be the person with the higher result of the general knowledge test in round 1 (if any).
In case it is still not determined, the head of the competent recruiting agency shall decide the successful candidate.
c) Persons who are not recruited in the civil service examination prescribed in this clause shall not have their examination results reserved for subsequent examinations.
VI. TIME OF IMPLEMENTATION
1. Time to receive application forms:
- From November 14, 2025 to December 13, 2025 (during business hours, Monday to Friday).
- Candidates can register to submit their application in person or by post. Applications submitted after the deadline will be invalid. Applications submitted by post will be considered postmark.
2. Location for receiving application forms:
Department of Organization and Personnel (Room 202, Building A), headquarters of the Ministry of Culture, Sports and Tourism, No. 51 Ngo Quyen, Cua Nam Ward, Hanoi City.
3. Time and location of the exam:
a) Time: Expected in the fourth quarter of 2025 and the first quarter of 2026.
b) Location:
- Northern region: In Hanoi city.
- Central region: In Hue city.
- Southern region: In Ho Chi Minh City. VII. (1) For diplomas issued by foreign training institutions: When submitting the application, candidates must submit a photocopy of the diploma and transcript (all with Vietnamese translation) and a photocopy of the diploma recognition certificate according to the regulations of the Ministry of Education and Training; In case the diploma is exempted from the diploma recognition procedure according to the regulations in Article 5 of Circular No. 13/2021/TT-BGDDT dated April 15, 2021 of the Ministry of Education and Training stipulating the conditions, order, procedures, and authority to recognize diplomas issued by foreign educational institutions for use in Vietnam, candidates must submit documents proving that the diploma is exempted from the diploma recognition procedure according to the regulations.
