On January 10, information from the Thanh Hoa Provincial People's Procuracy said that the unit had approved the decision to prosecute 4 defendants for the crime of "Abusing position and power while performing official duties": stipulated in Article 356 of the 2015 Penal Code (amended and supplemented in 2017) related to the case of wrongful enrollment at the Quan Hoa District Ethnic Minority Boarding Secondary School (Thanh Hoa).

Specifically, the four officials prosecuted include: Vu Van Que, a specialist of the Department of Education and Training of Quan Hoa district; Trinh Dinh Hung, Principal of the Boarding Secondary School for Ethnic Minorities in Quan Hoa district; Lo Duc Liem, Deputy Head of the Department of Education and Training of Quan Hoa district; Ngo Phi Hung, Head of the Department of Education and Training of Quan Hoa district (the defendants held these positions at the time of the violations in the 2021-2022 school year).

According to the records, despite knowing clearly that dozens of students were not qualified to be admitted to the Quan Hoa District Ethnic Minority Boarding Secondary School for the 2021-2022 school year, according to Circular 01 of 2016 of the Ministry of Education and Training and Instruction 1097 of the Thanh Hoa Department of Education and Training (on the regulations on organization and operation of ethnic minority boarding schools), the admissions council still considered these students for admission. The above behavior caused a loss of more than 1.2 billion VND to the state budget.

Previously, in February 2023, Tien Phong newspaper reported that the Thanh Hoa Provincial Party Committee's Inspection Committee had announced disciplinary measures against party organizations and party members at the People's Committee of Quan Hoa district for violations in the enrollment of 6th grade students at Quan Hoa Secondary Boarding School for Ethnic Minorities. According to the verification results of the People's Committee of Quan Hoa district, the issuance of the enrollment plan by the Head of the Quan Hoa Department of Education and Training was not in accordance with the prescribed procedures and authority. Compared with the guiding Circular of the Ministry of Education and Training and current regulations, the enrollment plan for 6th grade students at Quan Hoa Secondary Boarding School for Ethnic Minorities for the 2022-2023 school year contained inappropriate and non-compliant content.
