At the conference, representatives of the Tax Departments of 3 Lai Chau provinces disseminated and popularized new policies for business households and individuals on converting tax management models and methods when eliminating lump-sum tax from January 1, 2026 according to the content of Resolution 198/2025/QH15, dated May 17, 2025 of the National Assembly on a number of special mechanisms and policies for private economic development.
VPNT representatives have provided popular deployment services, software, and free electronic invoice services at preferential prices for business households, as well as committed to accompanying the tax industry in the digital transformation process.

Speaking at the conference, Mr. Pham Ngoc Nghia - Acting Head of Lai Chau Provincial Tax Department emphasized that this conference is extremely important, promptly grasping the direction of the Tax Department on organizing the implementation of Decision No. 3389/QD-BTC, dated June 6, 2025 of the Minister of Finance on approving the Project "Converting the model and method of tax management for business households when eliminating lump-sum tax nationwide. This is an important turning point in the process of modernization and transparency in tax management, towards digital finance, digital tax, in line with international practices and the development practices of the current digital economy.

Mr. Duong Tuan Dung - Head of Tax Department of 3 Lai Chau provinces propagated and disseminated new policies to business households and individuals on converting tax management models and methods when eliminating lump-sum tax from January 1, 2026 according to Resolution 198.
To effectively transform the tax management model, he suggested that tax officials strengthen propaganda and support for business households, helping taxpayers clearly understand the rights, obligations and benefits of transparent tax declaration and payment; ensure information technology infrastructure, databases and management human resources meet practical requirements. Propaganda and support so that business households and individuals understand and voluntarily convert to declaring households, or convert to enterprises; the implementation period is 60 days, from November 1, 2025 to December 30, 2025. Closely coordinate with relevant agencies, units and localities to accompany propaganda and support business households in the conversion process. Business households must comply with regulations on conversion and be transparent in tax declaration and payment...
Also at the conference, individual representatives and business owners experienced practical testing operations on available equipment (computers, phones) using the new conversion method. They were introduced to business household books according to Circular 88/2021/TT-BTC, dated October 11, 2021 of the Ministry of Finance on guiding the accounting regime for business households and individual businesses.
In an open spirit, individuals and business owners also exchanged questions about the tax management model and method when eliminating lump-sum tax. The opinions were answered and carefully guided by representatives of the Tax Department of 3 Lai Chau provinces.

Through the conference, it aims to raise awareness and support individuals and business owners in 13 communes under the management of the 3 Lai Chau Province Tax Departments to self-declare, pay taxes and carry out tax procedures electronically, using electronic invoices generated from cash registers.
