Mobilizing cadres, civil servants, public employees and all people to promote a sense of responsibility, voluntarily participate in building a civilized lifestyle and cultural behavior in public places.

The Chairman of the Provincial People's Committee requested the People's Committees of districts and cities to proactively review and take measures to manage and use public areas and places in the area, ensuring the right purpose and regulations. Coordinate with relevant departments and branches to advise and propose solutions to ensure traffic safety and order, public order and safety, and electronic information, especially to supplement, adjust, and arrange stops, parking and vehicle storage; pilot a number of suitable business and service models and types. Strictly implement regulations on ensuring safety and avoiding traffic congestion, especially during peak hours during the construction of works and projects.

In addition, the Provincial People's Committee requested the Department of Construction to inspect, review, and advise the Provincial People's Committee to complete the traffic safety signal and sign system; plan suitable parking locations on inner-city roads. The Provincial Police shall preside over and coordinate with departments, branches, and localities to strengthen and maintain regular and continuous patrols and controls, and resolutely and strictly handle violations.
