
Focus on prioritizing amendments to urgent issues related to organizational structure and scientific and technological development.
Agreeing with the necessity of promulgating the Law, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung said that the amendment and supplementation of the 7 Laws aims to meet the practical requirements for the concretization of the Party's viewpoints on creating breakthroughs in science and technology development, innovation and national digital transformation, serving the innovation of the arrangement and organization of the apparatus in the political system, creating a driving force to contribute to promoting economic growth.
The Secretary General of the National Assembly and Head of the National Assembly Office also emphasized that the amendment and supplementation of a number of articles of the 7 laws aims to promptly remove difficulties and obstacles in the implementation of legal documents on investment, finance, and budget, especially laws in areas such as investment, bidding, public investment, investment under the public-private partnership model, customs, export tax, import tax, and management and use of public assets.

The Secretary General of the National Assembly pointed out that currently, public-private partnership projects are very difficult to implement, and the application of legal regulations in the Investment Law under the public-private partnership method still has many problems that need to be resolved. Even for public-private partnership projects in new fields, such as science, technology, or fields that were previously expected to promote good public-private partnership methods, such as infrastructure, culture, and society, it is also very difficult to implement.
Based on that reality, Secretary General of the National Assembly Le Quang Tung stated that as soon as the Government proposed amending these 7 laws, it received high approval from the National Assembly Standing Committee.
The Secretary General of the National Assembly also noted that the scope of amendments and supplements to the draft Law is very broad, with up to 7 laws related to socio-economic development, especially in the context of our determination to achieve the growth target of over 8% in 2025 and the following years. Therefore, the draft Law amending and supplementing many new contents needs to be carefully reviewed to ensure feasibility, so that when implemented, in a very short time, these regulations will come into life immediately.
The Secretary General of the National Assembly suggested that the draft Law should focus on prioritizing amendments to urgent issues that need to be amended immediately to remove difficulties and obstacles in practice related to the arrangement and streamlining of the apparatus in the political system, administrative units as well as activities related to science, technology and innovation.

Resolution 193/2025/QH15 of the National Assembly needs to be legalized.
Highly appreciating the Government's preparation for the draft Law, Chairman of the Committee for Science, Technology and Environment Le Quang Huy said that the draft Law has many important amendments and supplements to institutionalize Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.

The Chairman of the Committee on Science, Technology and Environment proposed that the draft Law should codify Resolution No. 193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation.
Concluding this content, Vice Chairman of the National Assembly Nguyen Duc Hai requested the drafting agency to absorb the opinions of the National Assembly Standing Committee at this session and noted that the drafting agency should review to ensure that amendments and supplements must be truly necessary and urgent issues that can be implemented immediately to resolve current difficulties and bottlenecks in order to create breakthroughs in the development of science, technology, innovation and growth promotion.
Regarding specific contents, the Vice Chairman of the National Assembly suggested that for policies that do not stipulate "pre-inspection", there should be a "post-inspection" mechanism; management based on results must ensure principles and criteria to quantify output results; decentralization and delegation of authority must be associated with the organization's responsibility.
Regarding the contents related to the Law on Bidding, the Vice Chairman of the National Assembly suggested considering excluding the subjects of application of the Law on Bidding for public service units, units that are not financially autonomous or whose budget ensures regular operating expenses, the investment capital is mainly from the state budget; supplementing principles to determine cases of designated bidding before assigning the Government to specify details; considering regulations that can apply competitive bidding without mandatory assessment of capacity and experience, avoiding the selection of contractors who are not qualified to perform.
