Specifically, receiving dossiers and organizing appraisal and approval of oil spill response plans of district-level People's Committees; receiving dossiers and organizing appraisal and approval of oil spill response plans of ports, petroleum depots, petroleum depots with total reserves of less than 50,000m3, petroleum ports capable of receiving ships with a capacity of less than 50,000 DWT (for petroleum ports attached to petroleum depots, develop a general plan for the depot and port); petroleum business establishments with a medium risk of oil spills (from 20m3) or more.

The Department of Agriculture and Environment is responsible for complying with legal regulations related to the content of authorization; not to re-authorize other organizations or individuals to perform the tasks and powers authorized in the decision. Correctly perform the authorized contents; be responsible before the Provincial People's Committee and before the law for the implementation of the authorized contents; use the seal of the Department of Agriculture and Environment for the scope of authorization during the performance of tasks and powers authorized by the Provincial People's Committee.

During the implementation process, if there are any changes or additions to legal regulations, the Department of Agriculture and Environment must proactively report to the Provincial People's Committee for appropriate amendments, supplements or replacements.
