Apply flexible and creative methods to speed up the process of eliminating temporary and dilapidated houses.

On the afternoon of April 17, the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in the province (referred to as the Steering Committee) held a meeting to resolve difficulties and problems in the implementation process.

According to the Steering Committee's report, as of April 13, the whole province has implemented support for new construction and repair of 2,943 houses, reaching 40.25% of the plan, including: New construction of 2,722/5,891 houses, repair of 221/1,421 houses, of which 135 houses have been handed over and put into use.

Of which, poor and near-poor households under the Program to eliminate temporary and dilapidated houses are 2,400 houses; the National Target Program under Decision No. 90/QD-TTg, dated January 18, 2022 of the Prime Minister is 473 houses and the National Target Program under Decision No. 1719/QD-TTg, dated October 14, 2021 of the Prime Minister is 70 houses.

Regarding the results of mobilizing resources to support the elimination of temporary and dilapidated houses: The budget mobilized from agencies, localities, enterprises inside and outside the province, officials and people in the province has registered to support more than 201.7 billion VND; of which, the Provincial People's Committee has transferred over 200 billion VND to the Provincial Police to support the construction of 4,285 new houses. The budget from the 5% savings source of regular expenditure in 2024 is 33.6 billion VND to support the repair of 1,120 houses as planned.

At the conference, members of the Steering Committee frankly acknowledged and pointed out the difficulties and obstacles in the process of implementing the elimination of temporary and dilapidated houses in the province such as: The implementation progress is still slow, the number of houses repaired in many localities has not been implemented. Some localities have not proactively reviewed and identified beneficiaries, leading to frequent fluctuations in beneficiaries, causing difficulties in the implementation process; some beneficiaries do not meet land conditions; the implementation funding source has not been allocated, so departments, branches and localities have not been able to implement construction. In addition, some households eligible for support have the need and desire to choose the time to start construction and the model of their own house to meet their needs as well as customs and practices...

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Dinh Trung acknowledged the efforts in directing and implementing the program to eliminate temporary and dilapidated houses of units and localities; however, the implementation has not been uniform and thorough in the past. Therefore, to speed up the progress of supporting housing construction and completing it on time as assigned by the Central Government, the Secretary of the Provincial Party Committee requested departments, branches and localities to focus on prioritizing support for housing construction for those in especially difficult circumstances, who are qualified and unable to respond and are in need of housing; local leaders need to prioritize removing difficulties and obstacles and speed up the progress of eliminating temporary and dilapidated houses.

Reorganize the provincial and district Steering Committees and their support teams; review the subjects eligible for support according to regulations to carry out construction support; the district Steering Committee studies the regulations and instructions of the superiors to promptly remove difficulties and obstacles in their localities, and at the same time apply the creative ways of other units and localities for implementation; urge contractors to speed up progress. The Department of Finance considers and consults on the allocation of support funds from the central budget. The Vietnam Fatherland Front Committee of the province and socio -political organizations continue to call for, mobilize and receive support; the Steering Committees at all levels strengthen the inspection, supervision and urging of the implementation of the elimination of temporary and dilapidated houses; departments, branches and localities regularly update the results and report to the provincial Steering Committee...
