Voluntary social insurance is a form of insurance for self-employed workers to enjoy certain benefits such as retirement and death benefits. By participating in voluntary social insurance, workers are also supported by the State for a part of their contribution. Despite its advantages, in reality, voluntary social insurance has not yet attracted many participants.
According to Ha Tinh Social Insurance, by the end of March 2024, the number of people participating in voluntary social insurance in the whole province was nearly 59 thousand people, out of a total of more than 695 thousand self-employed workers, accounting for 8.5%. Compared to the end of 2023, the whole province only developed 60 more people participating in voluntary social insurance.
The rate of voluntary insurance participation is low due to many reasons.
In reality, increasing the voluntary social insurance coverage rate is difficult, retaining those who remain in the system is even more difficult. Recently, Ms. Nguyen Thi Ha in Tam Hai 1 village, Ky Ninh commune, Ky Anh town decided to stop paying voluntary social insurance after nearly 2 years of participation. According to her, in addition to the unstable income to pay, the minimum payment period of 20 years to receive a pension is too long.
The reason why people are not interested in voluntary social insurance is also due to the big differences in benefits compared to those participating in compulsory social insurance. If participating in compulsory social insurance, employees are entitled to 5 regimes: Sickness, maternity, work accident - occupational disease, retirement, death, then participating in voluntary social insurance, employees are only entitled to 2 regimes: retirement and death.
To develop the number of voluntary social insurance participants, the social insurance sector has opened many collection services in districts, towns and cities. However, most of them are part-time staff, so their time and knowledge to propagate and mobilize people about voluntary social insurance policies are still limited and not extensive.
Currently, the coverage of voluntary social insurance is still low, workers are still indifferent and not very interested. Therefore, to increase the number of participants and develop sustainably, there must be appropriate changes and adaptations according to people's needs as well as compliance with market rules.
