Why is the water supply station of Sub-region 42 "covered"?

The centralized water supply project of Sub-area 42 was built around 2015, then invested in renovation and upgrading, including a pumping station system, clean water treatment and pumping to the water supply station for households. According to the reporter's records, the project is new with a fairly large scale, but the pumping station system, water treatment, is closed, overgrown with grass, and no longer operating. The traces recorded from reality show that this project has stopped operating for a long time. The reason was given by Head of Village 10 Tran Thi Lan: "Because people have economic difficulties, they cannot collect water service fees. Meanwhile, they have to operate for 5 hours a day but there is no money to pay the machine operators, including the water service collectors."

The water supply station stopped working, forcing more than 100 ethnic minority households in village 10, Dak O commune to buy water from outside at high prices.

In addition, the project requires a large amount of electricity to operate. According to Ms. Lan, on average, the project consumes 2-3 million VND of electricity each month, but due to lack of funds to pay, the electricity supply has been forced to stop. The above reasons have caused more than 100 ethnic minority households here to have no clean water for daily use and have had to buy water for the past 2 years. Mr. Dieu Lai, residing in Hamlet 10, Dak O Commune, said that in recent years, to have water for daily use, his family had to buy it from local people at 75,000 VND/tank, which lasts for about 3-4 days.

For a water plant to operate, many factors are needed. In addition to infrastructure, there must be qualified and professional management and operation staff. In particular, for the project to operate, the most important thing is the operating cost, this source of funding is collected from water usage services according to the prescribed unit price. However, collecting service fees for dozens of households in Sub-area 42 is very difficult. "The income of the people here is very low, while they think that the State provides houses and land, then it will provide free water. Therefore, only a few households understand and actively contribute, the rest do not" - Ms. Lan said.

The domestic water supply station in Sub-region 42 is quite new but the door is closed, the bolt is locked, and the grass is overgrown.

“To restore the water supply station to normal operation, we recommend that superiors allocate funds for the operating mechanism as well as support electricity bills so that households have water for daily use. At the same time, we encourage people to use water economically and contribute to the State.”

The entire Bu Gia Map district currently has 3 centralized water supply projects, in addition to Dak O commune, there are 2 projects in Bu Gia Map commune. While the Dak O centralized water supply project assigned to the commune People's Committee for management and operation is currently inactive, the 2 projects in Bu Gia Map commune assigned to Binh Phuoc Irrigation Services Company Limited for management and operation are operating very effectively.

The project includes a water tower with a capacity of about 10 cubic meters, which is quite new but not in operation.

In fact, not only the centralized water supply station in Sub-region 42 but also many centralized water supply works in the province have been "shelved" for a long time or have operated ineffectively. The reason is that after construction is completed, it is handed over to the locality for management and operation. The person assigned to operate does not have technical or managerial expertise. While people using water do not pay, the water service fee is not enough to cover the cost. On the other hand, the works are not regularly maintained, leading to damage and rapid deterioration. Therefore, handing over domestic water supply works to Binh Phuoc Irrigation Services Company Limited for management and operation is a suitable solution.
