Quang Ninh has 118.825km of land border and 67.74km of sea border, adjacent to the Guangxi Zhuang Autonomous Region (China). As the core force, specializing in performing border protection tasks in border and island areas, in recent years, the Provincial Party Committee and Border Guard Command have made efforts to synchronously implement many solutions to contribute to building a prosperous, civilized, peaceful , friendly, stable, cooperative and developing Quang Ninh border area.
Firmly protect border security sovereignty
In the last days of the year, along the Northeastern border of the Fatherland, Quang Ninh border soldiers still strive to overcome all difficulties, firmly protect sovereignty and border security so that people can welcome the new year in peace.
In the cold of the last days of the year, Captain Nguyen Van Thuy, Head of the Armed Forces Team, Bac Son Border Guard Station, and officers and soldiers of the unit patrolled and controlled along the border line managed by the unit to firmly protect national sovereignty and border security; effectively combat and prevent all types of crimes on the border line.
“Because the border line under the management unit is long and the terrain is complex, the teams and posts must always ensure the number of troops to patrol, control, and effectively combat illegal border crossing activities and transport goods across the border, and coordinate with local forces and people to effectively maintain self-management of the border line and landmarks,” Captain Nguyen Van Thuy shared.
Bac Son Border Guard Station is responsible for managing and protecting the 26.181km long land border, more than 50km of coastline, and managing 7 border and coastal communes and wards of Mong Cai City. The unit is always proactive in grasping the internal and external border situation, arranging forces to manage and firmly protect territorial sovereignty, border security, and sea areas; effectively implementing professional plans and peak plans to fight and prevent all types of crimes.
Lieutenant Colonel Nguyen Kien Hung, Political Commissar of Bac Son Border Guard Station, said: To firmly protect the territorial sovereignty and national border security, especially before, during and after the Lunar New Year 2025, we thoroughly grasp and direct the professional teams to grasp the local situation to take timely measures to combat all types of crimes in the border area. Especially to prevent illegal border crossings and transportation of goods across the border; advise and coordinate with local authorities to maintain and effectively implement Directive No. 01/CT-TTg of the Prime Minister on the movement of all people participating in protecting territorial sovereignty and national border security in the new situation, effectively implement programs and models of socio-economic development in the area so that people on the border can celebrate Tet peacefully.
With the spirit of maintaining a peaceful border, officers and soldiers of Hai Hoa Border Guard Station always ensure to maintain the number of soldiers at the checkpoints along the border; take turns to stay at the checkpoints, patrol, and guard to firmly protect the sovereignty and security of the national border managed by the unit with a length of more than 11.848km, effectively fighting against all types of crime.
According to Major Phun Van Dung, Political Commissar of Hai Hoa Border Guard Station, the Party Committee and Command of the unit always organize to seriously disseminate the resolutions, directives and orders of the superiors. Develop a plan to manage and protect the national border, an annual border work plan close to the situation and requirements of the task. Proactively develop a plan to coordinate in managing and protecting the national border with the police force, the Military Command of Mong Cai City, Forestry 27 and coordinate with the Border Management Team of Phong Thanh Cang (Guangxi, China) to organize bilateral patrols in the area of Bac Luan River mouth, from Marker 1376 to Marker 1373.
In 2024, Hai Hoa Border Guard Station arrested and handled 14 cases/14 subjects related to smuggling and illegal transportation of goods across the border; criminally prosecuted 3 cases/4 subjects for illegal storage and trading of drugs, 1 case of illegal transportation of 3,010 packs of cigarettes and 1 case/1 subject for organizing illegal entry for others. In particular, implementing the peak period of crime prevention and control before, during and after the Lunar New Year 2025, the unit arrested and handled 3 cases/3 subjects illegally transporting goods in the border area.
In order to carry out the task of firmly protecting national border security and sovereignty, the Provincial Border Guard Command has directed units along the land and sea borders to synchronously deploy border management and protection measures; proactively coordinate with relevant agencies and units to regularly patrol, control, manage, and firmly protect sovereignty, territory, border security, sea areas, and islands.
Implementing in-depth basic professional work, effectively combating special projects, professional plans, and topics related to crimes related to drugs, smuggling, trade fraud, and illegal immigration on the border and sea. Successfully fighting 2 special projects, 8 professional plans; arresting and handling 249 cases/368 subjects/203 vehicles related to drugs, illegal immigration, smuggling, and transporting goods of unknown origin... Criminally handling 26 cases/48 subjects/17 vehicles; verifying and handling 7 cases/7 subjects/5 vehicles. Directing units to report and advise on handling cases and events occurring on the border and sea in accordance with bilateral agreements and treaties signed between Vietnam and China.
Warm military-civilian relations at the border
With the slogan “The station is home, the border is the homeland, the people of all ethnic groups are blood brothers”, along with the core task of firmly protecting the territorial sovereignty and national border security, the Quang Ninh Border Guard force has been implementing many programs, movements, models and practical methods to gradually help people in the border area improve and enhance the quality of life. The meaningful work of the soldiers in green uniforms has contributed to strengthening the solidarity between the army and the people in the border of the Fatherland.
In the last days of the Year of the Dragon, in the atmosphere of welcoming the new spring, Mr. Duong A Sach (Pac Poc village, Hoanh Mo commune, Binh Lieu district) had great joy when his lifelong dream has now come true. This Tet, his family will welcome the new year in a spacious and solid house. His family's 3-room, 100m2 house was built with a total investment of nearly 500 million VND; of which, the Hoanh Mo Border Guard Station mobilized 50 million VND in support funding.
“My family is one of the poor households in the village. I am the main breadwinner in the family, but I often get sick and have poor health. Knowing my family's situation, the officers and soldiers of the Hoanh Mo Border Guard Station connected to support funding and more than 100 working days to help us build a house. My family is very grateful. Having a solid house, we can confidently develop the economy and try to escape poverty,” said Duong A Sach.
Lieutenant Colonel Tay Van Thai, Political Commissar of Hoanh Mo Border Guard Station, said: Along with connecting and supporting the construction of houses for people, Hoanh Mo Border Guard Station always accompanies and implements programs and models, such as organizing the program "Spring on the border, warm the hearts of the villagers"; sending groups of officers and soldiers to celebrate Tet with the villagers; visiting, giving gifts, and wishing Tet to village elders, village chiefs, poor households, and households in especially difficult circumstances; visiting, encouraging, and giving gifts to families of martyrs and Vietnamese Heroic Mothers in the area. Along with that, the unit regularly coordinates to disseminate and propagate the guidelines, policies, and laws of the Party and State; mobilizing people to practice a cultural and civilized life; organizing classes to introduce the history of Milestone 1317 (2) in the Hoanh Mo border gate area...
The warm military-civilian work of the Hoanh Mo Border Guard Station has helped border residents change their lifestyle and thinking, as well as gradually improve all aspects of life, contributing to political stability, economic, cultural and social development in the province's border areas.
Identifying mass mobilization work as one of the important, regular and long-term tasks, in recent years, the Provincial Party Committee and Border Guard Command have regularly led and directed units to organize, disseminate, deploy and coordinate the effective implementation of mass mobilization work. Accordingly, the Provincial Party Committee and Border Guard Command have closely coordinated with local Party committees, authorities and socio-political organizations to propagate to the masses to well implement the Party's guidelines and policies, the State's policies and laws, the Agreement, Border Regulations, and the National Border Law. Actively participate in building and consolidating the grassroots political system, developing the socio-economy, helping people build new rural areas, joining hands for the poor through many specific and practical models and programs such as: "Army officers and soldiers help children go to school", "Border shelter", "Accompanying women in the border areas", "Helping children go to school - Adopted children of border stations"...
In 2024, border posts across the province will focus on supporting livestock, seedlings and raising awareness among border residents about eating and living hygienically, protecting the environment, and developing household economy. At the same time, continue to support the construction of solidarity houses for poor households in Dien Bien province and support poor households in the province to escape poverty with a total cost of nearly 1.4 billion VND; present 215 gifts worth 70 million VND to poor households and policy families in difficult circumstances. In particular, the units have presented more than 680 million VND to 111 students in especially difficult circumstances in the program "Helping children go to school - Adopted children of border posts" and the project "Army officers and soldiers help children go to school".
In particular, on the occasion of the Lunar New Year 2025, the Provincial Border Guard Command will organize the program "Spring Border Guard warms the hearts of the villagers" at Po Hen Border Guard Station (Hai Son Commune, Mong Cai City). Within the framework of the program, there will be many meaningful activities such as organizing zero-dong booths, banh chung wrapping contests, folk games; free medical examination and medicine distribution for the people; presenting national flags and Tet gifts to policy beneficiaries, people in difficult circumstances and children in the program "Helping children go to school - Adopted children of border guards", the project "Army officers and soldiers help children go to school" in Mong Cai city... The program is not only an opportunity to encourage and motivate people in border areas, but also creates a joyful and exciting atmosphere for officers and soldiers of units and people of ethnic groups in border, sea and island areas to welcome the spring of At Ty with a spirit of solidarity, attachment and national cultural identity.
Protect the border from afar, early on
It has become a tradition that at the end of the year, border diplomacy and people's diplomacy activities between the border management and protection forces and the people on both sides of the Quang Ninh (Vietnam) - Guangxi (China) border are regularly organized. These activities have made an important contribution to building a peaceful, friendly, stable, cooperative and mutually developing border area between the two countries.
The innovation and improvement of the quality of border diplomacy and people's diplomacy are identified by the Provincial Border Guard as one of the most practical and effective solutions to maintain political security, social order and safety, and firmly protect national border sovereignty and security in the area. In order to successfully carry out the task of border diplomacy in the new situation, the Provincial Party Committee and Command of the Provincial Border Guard have proactively advised the Provincial Party Committee, the Provincial People's Committee and the Vietnam Border Guard Command on many measures on border and sea management and protection and building a strong Border Guard force. Implement border diplomacy and people's diplomacy well in accordance with the guidelines and policies of the Party and State and high-level agreements between the two Parties and States of Vietnam and China under the motto "Friendly neighbors, comprehensive cooperation, long-term stability, towards the future" and the spirit of "4 goods" (good neighbors, good friends, good comrades, good partners)...
Thanks to the correct and effective advice of the Provincial Border Guard, the Provincial Party Committee and People's Committee have directed relevant departments, branches and border localities to organize people's diplomacy activities well. Typically, the local authorities of Binh Lieu, Hai Ha and Mong Cai have maintained good diplomatic visits with the authorities of border localities of the neighboring country on major holidays.
The open relationship between the two governments has helped the specialized forces on both sides of the border become closer and more connected, so they regularly exchange information, are proactive, positive and creative in negotiating to resolve border issues, effectively implement legal documents on the border, promote cooperation in the fields of trade, tourism and the fight against crime in border areas and border gates, etc.
In particular, the provincial Border Guard has advised border localities, organized the signing and maintained the activities of 8 pairs of village-to-village friendships between residential clusters on both sides of the border; maintained the organization of antiphonal singing on the Bac Luan border river, visits, congratulations, and cultural and sports exchanges on the occasion of holidays and Tet. Through the model of twinning residential clusters on both sides of the border, it has contributed to strengthening solidarity and cooperation between people on both sides of the border, facilitating the exchange of goods and necessities of people on both sides of the border. Awareness of sovereignty, national and border consciousness as well as compliance with the provisions of the agreements and border regulations of the people of the ethnic groups living on both sides of the border have also been significantly improved. People on both sides of the twinned border have actively participated with the border protection forces of each side in patrolling and protecting the border, landmarks, and fighting to prevent illegal activities on the border.
The provincial Border Guard proactively grasped the situation and promoted foreign affairs activities with the border and border gate management forces of China. Notably, the provincial Border Guard proactively coordinated to organize twinning between Vietnamese border posts and border protection forces of neighboring countries. This activity opened a new chapter in the cooperative relationship between the Border Guard and border protection forces of neighboring countries, contributing to strengthening the spirit of solidarity, friendship, trust, understanding, attachment, and mutual support in performing the task of protecting border sovereignty and security for the purpose of building a peaceful, friendly, cooperative, and developed border.
These activities have strengthened the friendly relationship between the Quang Ninh Border Guard and Chinese functional forces, contributing to facilitating coordination in handling incidents and promoting economic and trade development through border gates in the area. Notably, in 2024, the provincial Border Guard coordinated with Chinese border and border gate management forces to organize 16 contacts and exchanges; 5 bilateral patrols, 1 anti-terrorism exercise, etc.
Colonel Nguyen Van Thiem, Commander of the Provincial Border Guard, affirmed: As a strategy to protect the Fatherland early and from afar by peaceful means, border diplomacy and people's diplomacy have made an important contribution to firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland. Along with that, the Provincial Border Guard will continue to effectively implement solutions to gradually contribute to consolidating and firmly protecting the border and border markers, building a peaceful, friendly and developing border - one of the top and regular important political tasks, ensuring the highest national and ethnic interests.
