At the meeting, Deputy Prime Minister Le Thanh Long emphasized that this year's exam has several special features, as it is the first time the exam is being held according to the 2018 General Education Program, while also including students who studied under the old program (2006). Therefore, preparation needs to be more thorough and rigorous to ensure the exam is conducted seriously, safely, and smoothly.
The Deputy Prime Minister noted that Quang Ninh province must absolutely not be complacent about the hot weather conditions, and must proactively prepare all response plans for any unforeseen situations, no matter how small, in order to provide maximum support for candidates during the examination process.
In addition, he requested that central ministries and agencies, as well as local authorities, continue to review all preparatory items, from ensuring exam security, healthcare, and food safety, to maintaining security and order at examination sites, creating the most favorable conditions for candidates both physically and psychologically.
Quang Ninh mobilizes 3,500 people to serve the exam.
According to the report of the Steering Committee for the 2025 High School Graduation Examination in Quang Ninh province, the entire province has 19,930 registered candidates, an increase of nearly 2,000 candidates compared to 2024. The Provincial Department of Education and Training has arranged 40 examination centers with 849 examination rooms, all located in schools with good facilities and convenient transportation.

To ensure the exam was conducted safely and seriously, Quang Ninh mobilized approximately 3,500 officials, teachers, medical staff, police officers, and other support forces to participate in organizing the exam. In addition to the provincial steering committee, districts, towns, and cities also established local steering committees to promptly implement the necessary conditions for the exam.
The province has also fully prepared human resources, equipment, medical facilities, disease prevention and control measures, food safety and hygiene, and ensured security and order at the examination sites. Given its unique geographical features, including islands and coastal areas, Quang Ninh has deployed specialized police forces to transport exam papers to remote locations and has implemented technical measures to prevent cheating using high-tech devices.
In addition, the examination centers have also prepared lunch for candidates from distant areas and have made arrangements to support transportation and accommodation for students from remote areas, especially in case of bad weather or floods.
