The government has just issued Decree No. 311/2025 amending and supplementing a number of articles of Decree No. 71/2020 stipulating the roadmap for implementing the upgrading of the training standards for preschool, primary, and secondary school teachers.
Up to now, the training roadmap to improve the standard qualifications of preschool, primary and secondary school teachers has completed phase 1 (2020 - 2025) and significantly increased the rate of preschool, primary and secondary school teachers with standard qualifications nationwide.
However, during the implementation of Government Decree No. 71/2020, some difficulties and obstacles still exist related to training methods, the opening of training classes, and the implementation of support policies for non-public preschool teachers in industrial zones who are eligible for training to upgrade their qualifications.
The Ministry of Education and Training, in coordination with relevant units, advised and submitted to the Government for promulgation Decree No. 311/2025 amending and supplementing a number of articles of Decree No. 71/2020.
Accordingly, Decree No. 311/2025 abolishes the bidding method, retaining the method of assigning tasks and placing orders with training institutions according to approved plans. At the same time, it adds a regulation allowing teachers to proactively register for admission to public training institutions according to the admission regulations issued by the Ministry of Education and Training for majors or specializations where the locality does not have the conditions to open classes through the assignment or ordering method.

According to a report from the Ministry of Education and Training, the first phase of the training program to upgrade the qualifications of preschool, primary, and secondary school teachers has been completed.
Decree No. 311/2025 also adds a regulation that teachers who have not yet met the standard qualifications for preschool teachers, have labor contracts with private or non-governmental preschools operating in areas with industrial zones, are entitled to the policy as stipulated in Government Decree 105/2020 on the policy for the development of preschool education , with a minimum support level of 800,000 VND/person/month.
In addition, the decree amends and supplements regulations on the implementation plan, reporting regime, and funding for the implementation of the roadmap to ensure consistency with the adjusted training methods. It also amends and supplements regulations on the rights of teachers participating in training to upgrade their qualifications to ensure their right to be reimbursed for tuition fees for this training...
Ho Chi Minh City Department of Education and Training provides important guidance regarding the payment of additional income to teachers.According to the Ministry of Education and Training, to effectively implement Decree No. 311/2025/, localities need to develop annual implementation plans. These plans should include provisions for allocating funds and a roadmap from now until December 31, 2027, to complete the payment of training costs for teachers who have self-funded their studies and received their degrees since July 1, 2020.
Government Decree No. 71/2020 stipulates the roadmap for raising the training standards of preschool, primary, and secondary school teachers. This decree aims to bring the training standards of teachers at all levels to the level prescribed in the 2019 Education Law.
