According to Minister of Science and Technology Nguyen Manh Hung, after more than 16 years of implementation, the 2008 Law on High Technology has revealed many limitations and needs to be comprehensively revised to institutionalize Resolution 57 of the Politburo, creating a transparent and favorable legal corridor for research, application and transfer of high technology.
The draft Law consists of 6 chapters and 27 articles, with 6 major policy groups such as: perfecting high-tech criteria, developing high-tech ecosystems and urban areas, encouraging business investment, simplifying administrative procedures, strengthening post-inspection and comprehensive digital transformation.
The review report of the Committee on Science , Technology and Environment presented by Chairman Nguyen Thanh Hai basically agreed with the necessity of promulgating the Law, and at the same time proposed to continue reviewing to ensure consistency, unity and fairness in preferential policies for high-tech enterprises.
