This is the third time the two sides have met and exchanged directly in the past two years, a vivid demonstration of the increasingly close cooperative relationship between Vietnam, WIPO and the United Nations.

The Prime Minister said that Vietnam determined that if it wants to develop rapidly and sustainably, achieving the target of double-digit GDP growth in the 2026-2030 period, it must rely on the most important foundations of science and technology, innovation and digital transformation... In which, intellectual property is a strategic tool, Vietnam determined the goal of raising the global innovation index (GII) ranking from the current 44th position to the top 40 by 2030 and the top 30 by 2045.

The Prime Minister suggested that WIPO step up consultation, support and cooperation to help Vietnam improve its capacity in these fields; establish mechanisms to continue deepening, tightening and making cooperation more effective; promote commercialization of research and development (R&D) results; form and develop industrial - service - urban - high-tech zones...

WIPO Director General Daren Tang highly appreciated Vietnam's approach and strong political commitment to science and technology development and innovation, especially the Politburo's issuance of Resolution 57 with sustainable development goals and the view that science and technology and innovation are the main driving forces for development.

Mr. Daren Tang said that despite decades of war, siege, and embargo, according to the WIPO Global Innovation Index (GII) 2025 report, Vietnam is one of the fastest-growing countries in the world, from 53rd in 2023 to 44th in 2025 among 139 countries and global economies. Among lower-middle-income economies, Vietnam ranked 2nd out of 37, just behind India. Innovation activities in Vietnam are not only concentrated in Hanoi and Ho Chi Minh City but also in other localities, with many businesses standing out in start-ups and innovation.

WIPO leaders pledged to continue close cooperation in the contents mentioned by the Prime Minister, such as building tools and indicators to evaluate the contributions of science and technology, innovation, promoting stronger development of R&D activities, commercializing research results; promoting the development of cultural industries, creative economy, digital economy, such as in the fields of film and fashion; responding to climate change...
