At noon on September 19 (local time), in Washington, DC, USA, Prime Minister Pham Minh Chinh worked with CEOs of leading US enterprises and corporations in the semiconductor field.

At the meeting, US semiconductor businesses highly appreciated the potential for developing the semiconductor industry in Vietnam, especially with high-quality human resources and increasingly improving capacity of businesses and training facilities in Vietnam.

Opinions show that the potential for cooperation between Vietnamese and US partners in the semiconductor industry is enormous and has many implications for the relationship between the two countries in the new era.

Many opinions were exchanged and shared about investment cooperation opportunities in Vietnam, proposing cooperation methods between Vietnam and the US to successfully develop the semiconductor industry ecosystem in Vietnam. In particular, the US is a leading important strategic partner. In the long term, US businesses and corporations can study the possibility of locating chip manufacturing plants in Vietnam.

Prioritizing resources for the semiconductor industry

Prime Minister Pham Minh Chinh highly appreciated the presence of businesses at the meeting, showing great determination, clearly demonstrating the interest and support of US businesses in cooperation opportunities and development of the semiconductor industry in Vietnam.

This will contribute to concretizing the content of the Vietnam - US Comprehensive Strategic Partnership with specific programs and projects, bringing specific results and benefits to all parties.

In addition to existing cooperation focuses, in the statement establishing the Comprehensive Strategic Partnership, Vietnam and the US agreed to make science, technology, and innovation an important new pillar in the bilateral relationship.

The head of the Vietnamese Government suggested that businesses of the two countries actively coordinate, focus resources and intelligence, and prioritize a number of key areas of Vietnam, including the semiconductor industry.

Welcoming semiconductor enterprises that have invested and operated in Vietnam, contributing to promoting the upgrading of Vietnam-US bilateral relations, the Prime Minister asked US semiconductor enterprises to continue to cooperate and invest more deeply, widely and more in Vietnam.

Cooperation is carried out in all stages such as infrastructure investment, technology transfer, design, production and distribution organization, human resource training with the participation of enterprises and research and training facilities of both countries.

Thereby, creating conditions to improve the quality of human resources and capacity of Vietnamese enterprises and gradually bringing Vietnam to participate more deeply in the value chain and supply chain of the global semiconductor industry in many stages from design, assembly, packaging, testing, production, etc.

Cooperation in developing the semiconductor industry in Vietnam is in line with the current trend in the world, in line with Vietnam's potential and human resources, and brings benefits to the people, so the people will certainly participate actively and effectively.

Regarding the opinions and proposals of enterprises related to taxes, administrative procedures, land, human resource training, etc., the Prime Minister said that the Government and ministries will create an equal and healthy business environment, creating the best conditions for foreign enterprises to invest and operate more and more smoothly, stably, effectively and sustainably in Vietnam, including American semiconductor enterprises.

The Prime Minister emphasized the spirit of "harmonious interests and shared risks", mutual benefit and win-win, making positive contributions to the Vietnam - US relationship.

On this occasion, Prime Minister Pham Minh Chinh witnessed the signing of memorandums of understanding between the two parties: Memorandum of understanding between the National Innovation Center (Ministry of Planning and Investment) and Cadence Design Systems, Inc. on implementing activities to promote the capacity of designing and developing semiconductor chips in Vietnam; Memorandum of understanding between the National Innovation Center and Arizona State University on developing human resources for the semiconductor industry in Vietnam; Memorandum of understanding between the Ministry of Education and Training and Intel Corporation on developing human resources for high-tech industries. According to Minister of Planning and Investment Nguyen Chi Dung, this is a further step to implement cooperation activities between organizations and enterprises in the US semiconductor industry with Vietnamese partners to bring about opportunities to expand the market and enhance Vietnam's capacity in this industry.
