Vietnam donates $3 million hospital to Laos to be completed in 2026

President Luong Cuong announced that Vietnam's gift to Laos is a district hospital worth 3 million USD, hoping that the project will be completed next year.

On the afternoon of April 24, in Vientiane, after the official welcoming ceremony, General Secretary and President of Laos Thongloun Sisoulith and President Luong Cuong held talks, according to the Vietnamese Ministry of Foreign Affairs .

The Lao General Secretary and President affirmed his readiness to coordinate with President Luong Cuong and senior Vietnamese leaders to further promote the "unique" Vietnam-Laos bilateral relationship in the world .

During the talks, the two leaders spent a lot of time reviewing the mutual support between Vietnam and Laos and the people of the two countries during the past struggle for national independence as well as the current process of national construction and development.

Both sides affirmed that these are invaluable assets built by previous generations and will continue to be cherished, preserved and further promoted by future generations.

Regarding future directions, the two sides agreed to continue to give top priority to promoting bilateral cooperation in all fields.

Accordingly, they agreed to strengthen the trustful and close political relationship, maintain regular visits and contacts at high and all levels, and focus on promoting exchanges and cooperation between the people of the two countries in diverse and flexible forms.

The two leaders agreed on the need to find new, innovative ways to enhance the effectiveness of economic, cultural, scientific and technological cooperation on the basis of maximizing the potential and strengths of each country.

This includes strengthening strong connections in economy, infrastructure, budget - finance, and tourism between the two countries; implementing effective measures to strive to increase trade turnover to 5 billion USD in the coming years as well as enhancing the exchange of experience in macroeconomic management.

Both sides expressed satisfaction that in recent times, with great efforts and determination, many large projects have been launched and put into implementation, creating new momentum for the cooperation between the two countries. In particular, the Vung Ang Port Wharf No. 3 project will mark a strong development step in the new period.

The two sides agreed to promote cooperation in education and training, prioritizing support for Laos to improve the quality of human resources, while exploiting the development momentum of science and technology, enhancing the introduction of culture - country - people, and promoting cooperation between localities, especially between border provinces.

Regarding cooperation at multilateral forums, the two leaders agreed to promote information exchange, consultation, close coordination, and effective mutual support. They agreed to continue to strengthen cooperation and close coordination with each other and with relevant countries and international organizations to manage, develop, and sustainably and effectively use the Mekong River's water resources.

The two sides pledged to closely coordinate and continue to effectively implement the results achieved at the third meeting between the three leaders of the three Parties of Vietnam - Laos - Cambodia (February 22, 2025) and continuously foster the traditional friendship between the three Parties and three countries.

On this occasion, President Luong Cuong announced that the Party, State and people of Vietnam decided to donate to the Lao Party, State and people the construction project of a district-level hospital in Vientiane province worth 3 million USD.

He also suggested that the two sides coordinate to quickly implement and complete the project in 2026, contributing to marking the successful results of the 12th National Congress of the Lao People's Revolutionary Party.

After the talks, President Luong Cuong and Lao General Secretary and President Thongloun Sisoulith witnessed the signing of cooperation documents and the granting of licenses.

Specifically:

- Letter of intent between the Vietnamese Ministry of National Defense and the Lao Ministry of National Defense on the Vietnamese Ministry of National Defense's support for the construction of the headquarters of the Border Guard Command, Lao People's Army.

- Cooperation program 2025 between the Ministry of Justice of Vietnam and the Ministry of Justice of Laos.

- Memorandum of cooperation between Gia Lai Provincial People's Committee, Vietnam and Attapeu Provincial Government, Laos for the period 2025 - 2030.

- Investment license (adjustment) for Xekaman 3 hydropower project in Sekong province.

According to VNA, on the evening of April 24, before Lao General Secretary and President Thongloun Sisoulith hosted a solemn reception, the two leaders attended a wrist-tying ceremony for good luck on the occasion of the Lao New Year Bunpimay.

This is a ritual that has been along with the ancient cultural development of the land of a million elephants, showing the hospitality of Lao people to friends, with the meaning of wishing good things to come to the person who is tied the thread on the occasion of the new year according to the Buddhist calendar.

General Secretary and President of Laos shared that the state visit of President Luong Cuong brought to Laos warm friendship and solidarity right on the occasion of the New Year.

The thread tied to the hand accompanied by wishes of peace and luck, represents the love and affection of the Lao people for the President and the high-ranking delegation of the Party and State of Vietnam.

President Luong Cuong thanked the Lao leaders and people for their warm and thoughtful welcome, affirming that he will do his best to foster relations between the two countries.
